Description
NASA/GRC has a requirement for: SW-Part # QPS-2900 (Wonderware spt) - 12 Months Qmation Premier Wonderware Site Support for 149 Wonderware Licenses. NASA/GRC intends to purchase the items from Q-mation, Inc., 935E Horsham Road, Horsham, PA 19044. NASA/GRC has an existing need for software support for the Wonderware HMI (Human Machine Interface) software currently being used by the RTD (Research Testing Division) here at GRC. NASA originally purchased this software package from Wonderware, and the source codes are held with the manufacturer. It has been determined that it is in the best interest of the government to continue with Wonderware. This contract would be a renewal of our previous Wonderware comprehensive support under contract NAS3-27021. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is 10 U.S.C. 2304(c)(1) The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, April 30, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
