- Description
- NASA/GSFC has a requirement for the development of a proposal to include a probe designed to descend through Venus' atmosphere and will use aero-braking to achieve the mission orbit. An approximate 250 man-hours would be required for this effort. Orbit determination (OD) error analysis for the VESPER probe and orbiter for a variety of scenarios will be a critical part of the analysis required for the VESPER proposal. The contractor will determine tracking requirements and provide orbit determination error analysis results for different mission phases using state vectors provided by the VESPER proposal team. NASA/GSFC intends to purchase these services from Kinetx,Tempe, AZ. Kinetx is the only vendor who has extensive orbit determination and orbit determination analysis experience for all phases of different interplanetary missions as well as extensive experience with software with a proven capability to support this type of mission. Orbit determination error analysis is a vital part of this critical trajectory analysis. The Authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 6, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
