Description
I. BACKGROUND - The Railroad Retirement Board (RRB) is a Federal agency with headquarters in Chicago, Illinois. The RRB also has 53 field offices and 3 regional offices located throughout the United States. OBJECTIVE - The objective of this Request For Information (RFI) is to seek the availability of Training Need Assessment tools. The RRB has developed and is still developing ?core competencies? for all positions within the Office of Programs. This office coordinates direct services to our beneficiaries and all claims processing operations. The Office of Programs is organized into five major components: Assessment and Training - This unit conducts reviews to ensure efficient performance and identifies training needs. Field Service ? This unit has oversight responsibility for the agency?s nationwide 53 field and 3 regional offices. Operations ? This unit is responsible for claims operations for retirement, survivor, disability, Medicare, unemployment and sickness benefits. Policy and Systems ? This unit is responsible for developing and managing systems, both PC and mainframe-based processes, to support the Office of Programs. Resource Management Center ? This unit provides administrative support for the Office of Programs. II. PRICING ? Please provide commercial and/or government price lists including any available discounts for the services or products offered to meet the requirements listed below. III. SPECIFICATIONS - A. The assessment tool would be used to: 1. Identify which competencies have greater importance in successful job performance. 2. Identify which employees need what training, determine the knowledge, skills, abilities and other characteristics required for success in the workplace. 3. Clarify performance standards and expectations, have the individuals and supervisors both contribute to the assessment. 4. Have individual assessment provided, including individualized feedback reports. 5. Develop correlation between training needs and training plans to meet those needs. B. The RRB prefers the use of On-line, web-based, or PC based tools, but is open to considerations of alternative approaches or solutions that will effectively meet our requirements. IV. SUBMISSION REQUIREMENTS - Organizations having the ability to furnish these services are requested to provide written notification via e-mail (including telephone number for a point of contact) and detailed data regarding the proposed solution(s) to the processing office listed in this notice within fifteen (15) calendar days from the date of publication of this synopsis. Potential offerors should respond with technical literature, pricing details (see II above) and information describing the degree to which they can comply with and fulfill the requirements outlined above. The RRB DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST or to pay for the information solicited. THIS IS NOT A SOLICITATION FOR OFFERS OR BIDS. No telephone calls will be accepted.
