- This solicitation is amended to provide information on questions submitted in response to the solicitation announcement and to make a change in Selection Criteria Nos. 1 and 2 to remove soil mechanics as an item of specialized experience and technical competence and to clarify the areas of specialized experience and technical competence. Selection Criteria No. 1 is hereby amended to read as follows: 1) Professional qualifications necessary for satisfactory performance of required services. Professional design capabilities including specialized experience and technical competence including hydrology, surveying, structural design, and others required. Selection Criteria No. 2 is hereby amended to read as follows: 2) Specialized experience and technical competence in the type of work required, including hydraulics, CADD, GSI and computer modeling. QUESTIONS Several questions were raised by interested parties and the following is a summary of the questions and answers provided. 1. The pre-solicitation notice states that specialized experience and technical competence is needed in the following disciplines: soil mechanics, hydrology, surveying, structural design. Do you expect to see qualifications for each of these in the submittal? Response: No soil mechanics testing will be required for this project. The Selection Criteria is revised by this notice to remove reference to the specialized experience and technical competence of soil mechanics. Submittals need to include qualifications for all other disciplines. 2. Are topographic survey data currently available or will surveying be required? Response: Topographic maps for breach analysis of Toltec Dam and Boulder Lake Dam will be available to the successful offeror. No extensive surveying will be required; however, the successful offeror must have some surveying expertise to verify the accuracy of the maps. 3. The solicitation requires that firms must provide a customer reference list with...bidding records (low bid vs. estimate) for all projects listed as related experience.... What is required here? Response: Engineering firms do not engage in competitive price bidding for professional engineering projects. This evaluation factor relates to ability to successfully assess the market in developing cost estimates of projects compared to actual bids received. 4. What is the set-aside requirement for this project? Response: This project is set-aside for emerging small businesses as described in the announcement.
