- Description
- The Health Resources & Services Administration (HRSA) intends to negotiate - on a sole source basis with American Public Human Services Association (APHSA) of Washington, D.C. This procurement is in accordance with the Contract by Negotiation Procedures as outlined in Federal Acquisition Regulations (FAR) Parts 15 and 6. The purpose will be to identify and present best practices and policy analyses regarding Medicaid program financing of health care services and access to those services for patients seen at HRSA-funded safety net provider sites. The American Public Human Services Association (APHSA) is a non-profit, bi-partisan organization of individuals and agencies concerned with human services. Its affiliate, the National Association of State Medicaid Directors (NASMD) is a bi-partisan, professional, non-profit organization of representatives of State Medicaid agencies and is comprised of the officials who administer the Medicaid program in the States, the District of Columbia, and territories. Its primary purposes are to serve as a focal point of communication between the States and the Federal government and to provide an information network among the States on issues pertinent to the Medicaid program. APHSA/NASMD is the only organization, which serves these joint purposes, each of which is critical to the performance of this contract. The Contractor has spent a considerable amount of effort in developing dynamic and influential affiliation between these States and Federal representatives and will do this work with a large portion of the effort as an in-kind contribution. Any other source would have to duplicate a substantial array of current and previous efforts to accomplish the same objectives. This is not a solicitation, but a notification of our intent to contract. A justification for other than full and open competition (JOFOC) is on file.
