- Description The Federal Correction Institution, Seagoville, Texas is combining synopsis/solicitation for commercial items in accordance with the format in Federal Acquisition (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. RFQ 51402-018-4 is issued as a request for quotation. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2001-22. The North American Industrial Classification System Code is 238220. This solicitation is not set-a-side for small business. The Government intends to make a single award with firm fixed price. Award will be made to the responsible quoter who submits the most advantageous offer to the Government based on price. GENERAL REQUIREMENTS The Federal Bureau of Prisons (BOP), Federal Correctional Institution (FCI), located at 2113 N. Highway 175, Seagoville, TX 75159, has work for the removal of an existing 200 ton air-cooled packaged chiller, the procurement and installation a new 200 ton chiller. New assembly shall hook up to the original piping, such as chilled water lines, electrical wiring and valves. Also, include the removal of the existing unit and relocation to the Institutions salvage yard. Contractor shall also provide start up services, technical assistance and supervision of the contractors mechanical journeyman. Installation of all equipment, labor and lifting devices shall be by the contractor. The work will be located at Building 11, Food Service, inside the secure perimeter of the Institution. Any additional items needed for the installation $__________________ Grand Total $ SCOPE OF WORK The contractor shall provide a manufactured designed, factory assembled, and arrange delivery of a 200 Ton Air Cooled Packaged Chiller unit. The air-cooled packaged chiller shall be factory piped, wired and charged with refrigerant 22 and weatherproof construction. Upward discharge airflow minimizes directional sound and dissipates heat away from the surrounding area. Equipment and material shall be a supplied in compliance with the specifications for a complete and operational system. CONTROLS A. A factory mounted control panel shall be provided, containing a solid state control system with self diagnostics and rotary stager. B. The chiller shall be wired to the pumps located in the mechanical room of Building 11. The pumps (2) shall be wired in such that they are interlocked with the chiller. In the event the pumps are shut off, the chiller will shut itself down. OPERATION AND MAINTENANCE MANUALS Two copies of the system Operation and Maintenance manuals shall be provided with the equipment. FIELD SERVICES A factory authorized field service representative shall be made available to supervise, inspect and provide operator training for the initial start-up and system operation. All services shall be included in the bid. WARRANTY The equipment shall be warranted against defects in materials and workmanship for a period of one (1) year, with an extended warranty to cover compressors for five (5) years. ORIGINAL EQUIPMENT The existing Carrier 30GT-210-610-KA unit from Building 11, Food Service, shall be removed from the inside secure perimeter of the Institution and relocated to the Outside Salvage yard located on the Institutional Property. NEW EQUIPMENT A. Minimum requirements include microprocessors controls, dual independent refrigerant circuits, standard cooler with heater tape with protection to minus 20 degrees (-20) and a chiller water flow switch. B. Electrical minimum requirement is 460-3-60, 450 maximum circuit amps, control voltage is 115-1- 60, control circuit amps 30. C. INSPECTION AND ACCEPTANCE The government reserves the right to inspect and evaluate all services provided during the performance of this contract. All performance observations will be documented by the designated Contracting Officer?s Technical Representative ( COTR). For the purpose of this contract Ted Kiser, HVAC Foreman, will be the COTR. When an observation indicates defective performance, the Contracting Officer, with the technical support of the COTR, may issue a written Discrepancy Report to the Contractor. The contractor shall address any Discrepancy Report in writing to the Contracting Officer, within ten (10) calender days of notification indicating any corrective action taken to rectify the deficiency. Under no circumstances will changes to the contract ( monetary or non-monetary) be made or implied without the written approval of the contracting officer. PROFESSIONAL SERVICES The contractor providing the installation services under this solicitation shall adhere to all Federal and State laws and regulations in effect during the term of this contract. SCHEDULE Services under this contract shall be completed within 30 days from date of award. Typical work day is from 8:00 am to 3:00 pm M-F. The schedule is subject to some variations as the needs of the institution vary. A schedule that is mutually acceptable to the government and the contractor can be determined after award of the contract. SUPPLIES All supplies will be provided by the contractor, i.e. tools, wiring, crane. Attachment I DEPARTMENT OF JUSTICE CONTRACTOR RESIDENCY REQUIREMENT BUREAU OF PRISONS CLAUSE The residency requirement applies to both individuals and employees of companies providing services to the Federal Bureau of Prisons.
