Description
The Federal Railroad Administration (FRA) intends to award a sole source contract to the University of Denver for Phase III, Improving Individual Fatigue Management Strategies: Sleep Hygiene and increase Sleep of Locomotive Engineers and Managers through the Use of Training and Individualized Actigraph Feedback. The University of Denver is the intended awardee of a sole source fixed price contract, unless another qualified source capable of executing the requirements of Phase III is identified. The period of performance for this contract is approximately twelve (12) months. This requirement is to develop methodology so that an employee will modify her/his behavior in recognition of fatigue related conditions. The envisioned Project Deliverables are: (a) Cognitive-Behavioral directed Education and Training Modules; (b) Recommendations based on specific performance effectiveness levels; (c) Assessment Report on the impact of the performance feedback actigraph technology on individual fatigue management behavior; (d) Recommendations on how such program can be implemented throughout the rail freight and passenger transportation system; and (e) Recommendations that will address the correlation of actigraph technology with other fatigue related initiatives sponsored by FRA?s Office of Safety. Interested sources must submit a capability statement by 3:00 p.m. on Wednesday, May 12, 2004. The statement shall be limited to 12 pages, including a description of organizational and individual knowledge as well as working experience with the aforementioned environmental study areas. The capability statement should include sufficient detail to allow FRA to make a determination of your organization?s capability to perform the work. In addition, interest parties shall submit Resume(s) of key personnel who will manage and implement the required work. Resumes shall be limited to two (2) pages or less and will not be included in the 12-page limit.
