- Description
- A sole source procurement is contemplated with, Advanced Measurement Technology, Inc, 801 South Illinois Ave, Oak Ridge TN, 325831. Advanced Measurement Technology is the only known qualified source to perform this effort. The requirement is for one-of?kind developmental positronium system for numerous lifetime experiments. The system includes (primarily) three spectroscopy amplifiers, time-to-amplifier converter, photomultiplier base, constant fraction differential discriminator, octal gate and delay generator, delay box, single channel analyzer, and scintillation preamplifier, EtherNIM 4-input multi-channel buffer, maestro-32 MCA emulator. AFRL/MNAV needs to duplicate the system in order to duplicate positronium detection experiments at the AFRL/MNME HERD facility. The physical specifications for the executing systems are stringent and are an exact duplication of a required system. The delivered system will be used to support the development, test, and evaluation of positronium detection experiments. Advanced Measurement Technology is the only source that can fulfill the Government's needs without unacceptable delays in scheduled technology development and unacceptable duplication of costs to the Government. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government intends to purchase these items under FAR Part 12 as commercial items. The total effort is not expected to exceed 3 months. After delivery, the Government will be responsible for any further examination, mounting, and integration of these detonators into warhead systems. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses submitted should be in one copy only and must be received within 15 days from the date of publication. Responses should be sent to AFRL/MNK, 101 W.
