- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) and the Solicitation Number is FA6648-04-Q-0012. The 482nd Contracting Office, Homestead Air Reserve Base, Miami-Dade County, Florida requires Storm Water Samplings taken from 16 sampling points on HARB in accordance with the Statement of Work (SOW). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-19. This acquisition will be issued as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) is 562998 and the Standard Industrial Classification (SIC) is 8744 with a Small Business size standard of $11.5M. A Firm-Fixed-Price contract will be awarded. The work covered by this contract consists of, but is not limited to the furnishing of all plant labor, services, tools, materials, equipment, transportation and supervision to perform all operations. TOTAL: $_____________________ STATEMENT OF WORK FOR ANALYZE STORM WATER AT 16 SAMPLING POINTS SECTION 1 1.0 DESCRIPTION OF SERVICES The Contractor shall furnish all labor, supervision, materials, equipment tools and transportation necessary to perform all work to sample and analyze storm water collected from up to 16 sampling points located at Homestead ARB, Florida. 1.3 QUALIFICATIONS The Contractor and any sub-contractors shall be sufficiently qualified to perform the work as outlined herein prior to the bid date and shall have all appropriate licenses and /or certifications necessary. 1.4 SITE VISIT A site visit is available upon request from Larry Ventura at 305-224-7163. 1.7 FIRE PROTECTION The Contractor shall take all necessary precautions to ensure all operations are performed in a fire-safe manner and that they are in strict compliance with all applicable local, state and federal codes and regulations. 1.8 SAFETY All work shall be accomplished in accordance with OSHA 29 CFR 1910, OSHA 29 CFR 1926 and applicable AFOSH Standards. Additionally, the Contractor shall conform to any restrictions as may be outlined by the Base Safety Officer. SECTION 2 TECHNICAL SPECIFICATIONS The Contractor shall furnish all plant, labor, supplies and equipment necessary to sample and analyze storm water collected from up to 16 sampling point locations at Homestead ARB, FL. Laboratory analysis of the storm water is included in this contract. Sampling parameters will be as indicated in paragraph 2.4 and will be taken from sampling points provided by CEV personnel. There are two sampling events expected for this Statement of Work. The first is a dry weather sampling event and is to occur prior to 15 May 2004. The second sampling event is to occur during the wet season (June-August). Sampling points are primarily located within the storm water collection system comprised of drainage canals, swales or trenches. The storm water collection system varies in places of up to 10 feet deep and up to 40 feet wide. Steep slopes and uneven terrain is not uncommon within the drainage canals. Additionally, some sampling points may be located in remote portions of the base where potentially dangerous animal species, including but not limited to poisonous snakes and alligators, have been known to inhabit. 2.2 SCHEDULING WORK EFFORTS Contractors shall schedule their work to minimize interference with facility operations. 2.3 EQUIPMENT The Contractor shall furnish to the Contracting Officer a list of equipment which will be used to conduct the activities required for this Statement of Work. The Contractor's equipment and materials shall be sufficient to complete the work specified. Equipment shall include all necessary sampling/testing materials, workable and recordable gauges and necessary containers. All sampling equipment shall be free from contaminants and/or properly decontaminated prior to entering Homestead ARB. Decontamination procedures shall be in accordance with all local, state and federal requirements. Equipment decontamination is to be accomplished prior to entering Homestead ARB. Sampling containers shall be sterile and free from contaminants and shall be pre-preserved prior to entering Homestead ARB, as required as part of the analytical procedures. The Contractor shall ensure that the appropriate containers are specified and/or supplied by the laboratory. Subsequent to sampling, proper sample preservation methods (such as dry ice) shall be employed during the transportion of the collected samples to the laboratory. Expenses incurred by the Contractor because of unsatisfactory equipment or expenses incurred as a result of equipment failure shall not be reimbursed by the Government. 2.4 SAMPLING AND ANALYSES There are two sampling events anticipated for this Statement of Work. The first is a dry weather sampling event and is to occur prior to 15 May 2004. The second sampling event is to occur during the wet season (June-August). Up to 16 sampling points will be designated by CEV per each event. The sampling points designated are at the sole discretion of the CEV. The Contractor will be notified one week in advance of the sampling event the number and designation of the samples to be obtained. Field activities for each sampling event includes visual monitoring of the sample and sample collection. A grab sample is to be obtained from each sampling point and sampling will be conducted during daylight hours. The Contractor will attempt to have the same individual conduct the visual monitoring and sampling throughout the term of this contract to ensure the greatest degree of consistency possible in recording observations. The types of analytical testing required is as follows: Biochemical Oxygen Demand Chemical Oxygen Demand Fecal Coliform Herbicides Nitrate as Nitrogen Pesticides Regulated/Unregulated Volatile Organic Compounds (EPA Method 8260B) Total Kjeldahl Nitrogen Total Metals (EPA Method 200.7) Total Oil & Grease (EPA Method 1664) Total Oxygen Demand Total Phosphorous Total Suspended Solids For the dry season sampling event, the Contractor shall ensure that a significant rain event has not occurred within the previous 72 hours. A significant rain event is defined as a measurable rain event resulting in discharge of runoff for more than 30 minutes. For the wet season sampling event, the Contractor will make every effort to collect the samples within the first 30 minutes of when the runoff begins discharging or as soon thereafter as practical. All such samples must be collected from a storm event of >0.1 inches in magnitude and at least 72 hours from the previously measurable storm event. The Contractor will be responsible for adequately determining when sampling should occur and making appropriate scheduling efforts. As severe weather occurs frequently during the wet season, the Contractor is responsible for anticipating as effectively as possible, the protection of their employees and the minimization of repeated trips to Homestead ARB. Subsequent to sample collection, the Contractor shall arrange for and deliver the samples to an FDEP approved laboratory. The Contractor shall ensure the laboratory maintains a current accredidation under Department of Health Rule 64E-1, Certification of Environmental Testing Laboratories, during the performance period of this contract. Samples shall be collected, preserved, stored, packaged and shipped in accordance with instructions provided by the laboratory. All shipping and transportation arrangements and costs for shipping of samples shall be the responsibility of the Contractor. All sampling personnel shall initiate a chain of custody document which shall be completed by the laboratory and returned to the CEV along with the analytical testing results. The samples are to be analyzed using EPA- and state-approved methodologies. The laboratory providing analytical services must hold current certification recognized by the FDEP for all analyses to be performed under this contract. Proof of this certification will be provided by the Contractor to the Contracting Officer before any work under this contract is permitted. The Contractor's laboratory must be able to achieve the minimum detection limits (MDL) for all contaminants. Any published revisions of MDLs by FDEP during the time period of this contract must be adhered to. In addition, the Contractor's laboratory must be located within an area to allow for delivery or shipment of samples to arrive at the laboratory within time for analysis as required by EPA and state regulations. The holding times for each analytical method shall not be exceeded. The Contractor will be paid for each analysis required and requested by the CEV at the work item unit price quoted. The Contractor shall quote prices for analyzing samples with a routine turn around time (estimated at not more than 7-10 days) and for analyzing samples with a rapid turn around time, i.e. as quickly as the particular analysis method allows or not longer than 48 hours, whichever is less time. The Contractor is to assume that all samples will be analyzed using standard turn around times. Special cases for using accelerated turn around times are at the discretion of the CEV and the Contractor will be provided as much advance notice as possible in this case. 2.5 SUBMITTALS Prior to commencing work, the Contractor shall be required to submit to the Contracting Office a proposed work schedule. The Contractor will not be allowed to begin work until his work schedule has been approved by the Contracting Office subsequent to joint review with the Environmental Flight, the BioEnvironmental Engineering Services, the Safety Office and the Fire Department. The Contractor shall prepare a Field Observation Report to document the field activities. The Field Observation Report shall contain the following information, at a minimum. Sample location Date/time sampled Depth/width of sample location Sample temperature Sample pH Sample conductivity Color Odor Turbidity (clarity) Foam Oil sheen Floating solids Settled solids Suspended solids Other obvious indicators of storm water pollution Additional observations are to be included at the Contractor?s discretion. The field observation report is to be provided to the CEV and included with the laboratory analytical package, unless unusual conditions are noted at the sampling point. In this case, immediate notification must be made to the CEV within one hour of field activities. Examples of unusual conditions include, but are not limited to, fish kills, petroleum sheen, strong unidentifiable/objectionable odors and signficantly distressed vegetation. Contractor will use his discretion and expertise in determining if immediate notification is warranted. Laboratory analytical reports are required to be submitted to the CEV within three weeks of sampling date. Each report will indicate the analyses performed, sample number, date sample received by laboratory, date sample analyzed and laboratory identification. The chain of custody documentation is to be submitted to the CEV along with the laboratory report. Laboratory QA/QC documentation will be included as appropriate or when requested by the CEV. SECTION 3 ENVIRONMENTAL PROTECTION This Statement of Work consists of furnishing all labor, materials and equipment and performing all work required for the prevention of environmental pollution during and as the result of the performance of this contract. For the purpose of this specification, environmental pollution is defined as the presence of chemical, physical or biological elements or agents which adversely affect human health or welfare,; unfavorably alter ecological balance of importance to human life, affect other species of importance to man or degrade the utility of the environment for aesthetic and recreational purposes. The control of environmental pollution requires consideration of air, water and land, and involves noise, solid waste management and management of radiant energy and radioactive materials, as well as pollutants, or hazardous materials. The Contractor shall comply with all applicable federal, state and local laws and regulations concerning environmental pollution control and abatement and environmental protection in the performance of this contract. 3.1 PROTECTION OF LAND RESOURCES It is intended the land resources be preserved in their present condition or be restored to the original condition which existed at the commencement of work. The Contractor shall confine work activities to areas defined by the specifications and/or drawings and to areas authorized by the Contracting Officer for other operations needed for the Contractor?s performance. Any trees, vegetation or other landscape feature scarred or damaged by the Contractor's equipment or operations shall be restored to its original condition at the Contractor's expense. The Contracting Officer shall approve the method of restoration used and whether damaged trees shall be treated and healed or removed and replaced. 3.3 PROTECTION OF WATER RESOURCES The Contractor shall not pollute the Homestead ARB sanitary sewer system or waters of the United States (as defined in the Federal Water Pollution Control Act 33 USC 1251).The following conditions shall be adhered to for the protection of water resources: Store pollutants and other construction materials in a location and manner to prevent runoff into storm water systems. . Wash waters and wastes shall be processed, filtered, ponded and/or effectively treated in a manner approved by the Environmental Flight prior to its release into any body of water or the sanitary sewer system. No pollutant or construction materials shall be disposed or discharged into the storm water or sanitary sewer systems. The Contractor shall make use of the Best Management Practices from the Homestead ARB Storm Water Pollution Prevention Plan throughout the performance of the contract in order to prevent and control soil erosion. 3.4 PROTECTION OF FISH AND WILDLIFE The Contractor shall not interfere, alter water flows or disturb the native habitat areas of any fish or wildlife as designated or protected by the Homestead ARB CEV and any local, state or federal laws. 3.5 HAZARDOUS MATERIALS A hazardous material is defined as any item that is a health hazard or physical hazard as defined in 29CFR1910.1200(c); or regulatred in its disposal by EPA under 40CFR; or defined by DOT regulations under 49CFR; or defined by the Dangerous Good Regulations of the International Air Transport Association. The Contractor shall comply with all local, state and federal laws pertaining to the protection of all persons, all employees, the environment and emission of hazardous pollutants in the performance of this contract. It shall be the responsibility of the Contractor to determine if any materials or wastes used by the Contractor are considered hazardous. Prior to bringing any hazardous materials on base, the Contractor shall supply the Contracting Officer two copies of the most current Material Safety Data Sheets (MSDS) for each hazardous material to be used. The MSDS will be used to obtain approval and registration with the Homestead ARB Hazardous Materials Pharmacy. The Contractor must also provide their employees with appropriate hazardous materials training and all necessary personal protective equipment. The Contracting Officer may request proof of employee training. While using pre-authorized hazardous materials on base, the Contractor shall follow OSHA hazardous materials laws as they pertain to the Contractor?s workforce and abide by the following practices: Keep MSDS at the work location and available to employees as required by OSHA. The MSDS should also be available for inspection by CEV or the Contracting Officer. Segregate incompatible items at all times. Keep work and storage areas free from drips and spills by use of drop cloths or tarpaulins. Keep containers tightly sealed when not in use and return to a proper storage area when not in use and at the end of the workday. Unused hazardous materials shall be inventoried and removed from Homestead ARB at the completion of the work and/or before the expiration date of the hazardous material. It is the responsibility of the Contractor to investigate and comply with all applicable federal, state, county and municipal laws concerning pollution of ground water, rivers and streams. All work under this contract shall be performed in such a manner that objectionable conditions will not be created in the performance of this contract. 3.6 HAZARDOUS WASTE AND SPILLS This section describes the handling of hazardous waste generated by the Contractor or encountered by the Contractor during the course of the contract. Contractor hazardous waste is defined as any waste resulting from Contractor use of hazardous materials and Contractor activities resulting in spills or leaks which can be defined as hazardous waste. Government hazardous waste is defined as all pre-existing hazardous waste encountered at the job site. The Contractor shall notify the Contracting Officer and the Environmental Flight prior to conducting any activity that is expected to generated hazardous waste and when any hazardous waste generation commences or changes characteristics. The Contracting Officer may direct the Conractor to change waste disposal procedures based on recommendations from the Environmental Flight. Hazardous waste accumulation sites are permitted by the EPA under 40CFR262.34, however, authorization to establish a hazardous waste accumulation site at HARB is granted by the Environmental Flight, the BioEnvironmental Engineering Services, the Safety Office and the Fire Department. In the event of a spill of any kind, the Contractor must immediately notify the Base Fire Department (x.7117 from any on-base land line) and the CEV Office. All spills shall be reported as soon as possible to the Contracting Officer. Removal of all spilled and contaminated materials and ultimate disposal shall be the responsibility of the Contractor. All costs associated with any cleanup shall be the Contractor's responsibility. 3.7 RADIOACTIVE MATERIALS The use of radioactive materials or radiation emitters at HARB is prohibited. 3.8 PESTICIDES/HERBICIDES If the Contractor intends to use any pesticides or herbicides not otherwise specified in the technical specifications during the performance of the contract, the Contractor shall submit a request for pesticide/herbicide usage to the Contracting Officer for the approval by the Environmental Flight. Commercial application of all pesticides shall be accomplished by certified pest control personnel. The mixing of restricted use pesticides on the base is prohibited. The Contractor is responsible for ensuring that all pesticide and herbicide containers are removed as soon as the product is applied.
