- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA4479-04-A-0005 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. This solicitation is 100% Small Business Set-Aside, the associated standard industrial classification code is 8748 and small business size standard is $5,000,000.00. The Statement of Work for an Assistant Education Advisor are attached. The proposed contract type is for a Blanket Purchasing Agreement. EDUCATION ADVISOR STATEMENT OF WORK Non-Personal Services Contract for Human Resource Services Education Advisor 1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing academic advisement, information, and guidance plus preparation of documents associated with the services provided and administrative duties as assigned. 2. PERIOD OF PERFORMANCE: Contract start date is 17 May 04 through 17 May 2009. 3. QUALIFICATIONS: A baccalaureate degree from a regionally accredited American college or university is required. Masters degree and/or 15-30 semester hours in counseling, secondary education or a related discipline is preferred. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 1 year is required. Knowledge of/experience with AF terminology, office procedures, and education programs plus familiarity/facility with WINDOWS NT, Microsoft Word, PowerPoint, Excel and Access is required. Resumes and transcripts shall be submitted with bid packages to the base contracting office. 4. WORK HOURS/DAYS: The government will determine the number of units to provide the services identified in this Statement of Work and will notify the contractor with the intended schedule no later than 24 hours prior to the designated work unit. Normally a minimum of FIVE units will be worked per week. Units will not be worked on federal holidays or when the office is closed or outside the normal work hours of 0730-1630 M-F. Occasionally, at the request of the Chief, Education Services Flight (CESF) / or designee, two units may be scheduled in the same workday (0800-1200 hrs and 1230-1630 hrs). It is estimated that five (5) units will be required per week and that each unit will require 4 hours. Individual units may be scheduled to cover the designated lunch period, 1100-1300, Monday through Friday. Exact days and times of services may be jointly determined by contractor and government in advance and may be modified my mutual agreement according to changing program needs. 5. GUIDELINES: All tasks shall be accomplished in accordance with AFI-36-3206 and all other pertinent Air Force, Air Mobility Command, DANTES and local command policies and publications. Contractor will have read AFI-36-3206 and will become thoroughly familiar with the CCAF Handbook and Counselors Guide, as well as all on base schools and degree programs, preferably prior to but no later than the first week of employment. The AFIs will be made available upon request (available through on-line reference material. The handbook, guide and school catalogs are available in the Education Services Office). 6. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS: a. Employee must meet all necessary requirements for base LAN computer access and must complete periodic SATE training as required. b. Security Training. The CESF or designee ensures all contractor employees receive initial and recurring security education training from the sponsoring agencies security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, ?Information Security Program Management?. Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI31-101, The Air Force Installation Security Program. c. Pass and Identification Items. The CESF or designee shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles. Contractor will be required to obtain at own expense a name tag or badge identifying them as a contractor. d. Returning Identification Media. The contractor shall return all identification media, including vehicle passes prior to departure for any reason before the contract expires; e.g. terminated for cause, retirement, etc. e. Traffic Laws. The contractor shall comply with base traffic regulations. f. Weapons, Firearms, and Ammunition. Contractor is prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on McChord Air Force Base. g. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. h. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment. i. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. j. Controlled/Restricted Area. (IF APPLICABLE) The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have completed a National Agency Check (NAC) investigation before receiving a Restricted Area Badge. k. Key Control. (IF APPLICABLE) The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. (1) The contractor shall immediately report to the Quality Assurance Evaluator (QAE) or Program Manager any occurrences of lost or duplicated keys. (2) In the event keys, other than master keys are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected locks or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, the government shall replace all locks and keys for that system and the total cost deducted from the monthly payment due the contractor. (3) The contractor shall prohibit the use of keys, issued by the Government, by any persons other than the contractor?s employees and the opening of locked areas by the contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas. (4) Lock Combinations. (IF APPLICABLE) The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers. 7. SPECIAL REQUIREMENT: Incumbent must inform the CESF or designee of anticipated absence from a scheduled unit at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of 1 week or more must be scheduled with CESF at least 2 weeks in advance and may not exceed two weeks at a time with a maximum of 4 weeks in one fiscal year. Leave will not be scheduled 2 weeks prior to the end of base college registration periods or while one or more GS9 counselors is on leave or TDY. 8. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract. 9. SPECIFIC TASKS: a. Advises active duty AF personnel on all programs available through voluntary off-duty education, the Community College of Air Force (CCAF), Defense Activity for Non-Traditional Education Support (DANTES), AF Institute of Advanced Distributive Learning (AFIADL), officer accession programs and other educational support programs as required. Keeps the education personnel current on all program and catalog changes and advised affected students promptly. b. Advises AF personnel of Professional Military Education (SNCOA, SOS, AFIT, ACSC, AWC) programs available for enlisted personnel and officers by correspondence, in residence or seminar format and assists them in registering for appropriate programs. c. Provides information and required forms to prospective applicants of specialized AF programs to include (but not necessarily limited to): Education Leave of Absence, AECP, LEAD, SOAR, AFROTC/ASCP, and OTS. Performs preliminary check for accuracy and completion of application package. The contractor will assist applicants with determination of their grade point average (GPA) requirement according to specific program guidelines. Refers applicants to education counselor for final check of package prior to mailing. d. Provides information regarding Air Force tuition assistance, VA education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society grants to all eligible personnel. Assists students with completion of all applicable forms/applications. Processes AF TA forms via the AFAEMS software program. e. Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals. f. Must be thoroughly familiar with the DANTES test program and advises students of DANTES tests that are applicable to their programs of study. Administers and interprets pre-tests and non-timed interest and placement tests as appropriate to the individual counseling process. g. Assists AF students in changing education level codes by preparing appropriate correspondence, forms, and academic documentation required to update individual AF personnel records with their current educational status. After document verification by an ESC or designee, forwards information to the appropriate agency via mail, fax or computer, as available. h. Conducts follow-up activities (phone calls, mail-outs, emails) to ensure individual student educational objectives are being met. i. Responsible for preparing all necessary correspondence and forms and maintains related records and logs required to support all aspects of job tasks. Also maintains statistical data as required by the Chief, Education Services Flight and assists with reports and other administrative tasks are required. j. Plans and executes graduation ceremonies. Provides ESO with detailed timeline of graduation-related activities at least 3 months in advance of graduation dates. Provides weekly updates via email up to the day of the ceremony. Performs administrative follow-up including thank you letters and an after-action report. k. Maintains a by-name and date record showing advisement or counseling sessions conducted and submits in person to the CESF at the Education Center, along with the invoice at the end of the month. l. Uses the Air Force Education Management System (AFAEMS) to maintain individual student records. m. Helps out at the front desk with walk-in and phone customers as needed. n. Assist with publishing a periodic Education newsletter, updating Education Center handouts as needed, and maintaining the local EDUCATION SERVICES OFFICE/DPE web site. o. Assists with annual recruitment campaigns for ACSC and AWC on base seminars. Assists the EDUCATION SERVICES OFFICE with the necessary logistics (classrooms, material support, etc) to conduct the on-base seminars. p. Assists with accounting spreadsheet entries, TA form verifications, monthly metrics, publicity materials, survey collection and compilation, filing and other program-related administrative work as needed. 10. TRAINING: Contractor may be asked to attend required government sponsored training for CCAF counseling. Government sponsored CCAF training provides a skill and/or qualification unique to the CCAF performance requirement. The only method of training available to obtain these unique skills is through CCAF government sponsored courses. For such government sponsored training courses, the government either under MAJCOM or 62 MSS/DPE initiatives will cover training expenses. The Contractor shall obtain written authorization from the Call Officer, 62 MSS/DPE prior to any travel. Expenses for required training may include travel, lodging, registration and tuition, car rental and per diem. Receipts need to be provided for all travel and training related expenses. 11. TERMINATION: Contract may be terminated in accordance with the termination clauses contained within the contract. NOTE: 1. Response Date is 28 April 2004 2.
