Description
This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is F5004640840100. The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-04 and DFARS Change Notice 2002-0002. All responsible sources shall submit a written proposal, which will be considered. Facsimile submissions will also be accepted. The North American Industry Classification System (NAICS) code for the solicitation is 333513; the small business size standard is 500 employees . This combined synopsis/solicitation is unrestricted. Item/Services Description: The work to be performed under this contract consists of furnishing and installing all labor, parts, materials and all operations necessary to overhaul and update the existing FAMCO Shear E13693-796 (serial# 07935965) to meet the upcoming 220 volt 3 phase 50/60 Hz electrical requirement at Lajes Field, Azores, Portugal. The FAMCO Shear is currently set up to operate at 220 v 60 Hz, however; the FAMCO Shear shall operate at both 50/60 Hz 220 v 3 phase after it has been overhauled and updated. Note: The shear blades shall be replaced as part of the FAMCO shear overhaul. Performance measures: The FAMCO shear shall operate at both 220 v 3 phase 50/60 Hz after it has been overhauled and updated. Note: If the FAMCO shear does not operate correctly when the government switches to 220 v 3 phase 50 Hz, because the necessary parts were not updated to meet the 220 v 3 phase 50 Hz electrical requirement, the contrator is responsible to update any parts to make it operate correctly at their own expense. The government is scheduled to switch to 50 Hz within the next 12 months. PROPOSAL PREPARATION INSTRUCTIONS: The contractor shall provided a list of parts to be overhauled and updated with their proposal This list will be used for evaluation purposes only, If the shear does not operate correctly at both 50/60 Hz the contractor is responsible to correct the problem at their own expense (The contractor is the expert, failure to include a part to be overhauled or updated in the list of items does not warrant an additional cost to the government).The proposal shall have three line items. Line item one shall include all costs for the parts to be overhauled and updated, line item two shall include all costs for Travel (eg. Airfare, Rental Vehicle, Hotel), Labor and any other Miscellaneous Expenses and line item three shall include the cost of the shear blades. The provision at 52.212-1, Instructions to Offerors - Commercial items, applies to this acquisition. Offerors shall provide a firm fixed-price offer. The Government will award a contract resulting from this solicitation to the responsible offer whose offer conforming to the solicitation will be most advantageous to the Government. Offerors shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications?Commercial Items with their offer. Successful contractor must meet all the responsibility requirements of Subpart 9.1 of the Federal Acquisition Regulation (FAR). A written notice of award or acceptance of offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party.
