Description
NOTE: Any prospective Offeror interested in proposing for this solicitation may view and/or download this solicitation and all amendments from the internet site http://ebs.sas.usace.army.mil/ after solicitation issuance. Description of work: This s olicitation is for the Digital Multipurpose Training Range, Fort Benning, Georgia. The project requires the construction of a standard-design three-lane Digital Multi-Purpose Range Complex (DMPRC). The range will contain approximately 39 Moving Infantry Targets, 210 Stationary Infantry Targets, 16 Evasive-Capable Armor Moving Targets (ATMC), and 140 Stationary Armor Targets. Facilities to be built include an operations control building/tower, an after action review building, a maintenance building, latri nes, a general instruction building, helipad, and tactical vehicle staging areas. Utility work; storm drainage; tank trails; water crossing sites; secondary power and data distribution system; roads; berms; downrange cabling; water well and water storage tank; parking areas and other site improvements are required to support the range complex. Extensive environmental protection and avoidance measures are required throughout the project site. The contract issued will be Firm Fixed Price. This solicitatio n may include options. The contract will be solicited and procured using a Performance Price Tradeoff (PPT) Request for Proposals (RFP) in accordance with FAR Part 15. Offerors are required to submit a Technical and Price Proposal. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. Weight among technical factors: FACTOR 1 ?????? CORPORATE RELEVANT SPECIALIZED EXPERIENCE: This factor is significantly more important than Factor 2. FACTOR 2 ?????? CONSTRUCTION PAST PERFORMANCE: This factor is more important than Factor 3. FACTOR 3 ?????? MANAGEMENT EFFECTIVENESS. The magnitude of construction is over ten million dollars. This solicitation is unrestricted in nature. This solicitation will be issued in electronic format only and will be available on or about May 10, 2004 on the Internet at http://ebs.sas.usace.army .mil. Proposals will be due on or about June 10, 2004. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet ad dress provided as necessary for any posted changes to this solicitation and all amendments.
