Description
Correction: This replaces all previous descriptions: This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. Solicitation Number N62383-04-R- 6002 is being issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. This procurement is unrestricted. The Standard Industrial Classification Code (SIC) is 7011. North American Industry Classification System (NAICS) is 721110. Statement of Work, Pricing sheet and Special contract requirements are available for download at the following website: http://www.msc.navy.mil/N10/ The provision at FAR 52.212-1, Instructions to Offeror-Commercial, applies to this acquisition including any addenda. FAR 52.212-2 applies, Evaluation-Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Price (2) Technical (3) Past performance. Price will not be numerically weighted factor in the evaluation of proposals. Price, Technical and Past performance are equal in importance. Technical evaluation criteria are listed below and are of descending order of importance. (1) EXPERIENCE: A. The experience of the offeror and of proposed subcontractors intended to occupy a major role will be considered in evaluation and selection. Experience will be evaluated from both a technical and business viewpoint. An in-depth review is made to determine the merits of the offeror's proposal and of the company itself. Experience is the accomplishment of work, that is comparable or related to the work or effort required under the instant procurement and its objectives. Programs or projects of a comparable magnitude, that include technical, cost, schedule, and management elements or constraints similar to those expected to be encountered in the procurement objectives of this Request for Proposal are relevant. (2) CUSTOMER SERVICE: A. Knowledge of Customer Requirements and expectations. Describe the company?s management of its relationship with customers, both Government and commercial, to include continuous process improvements (and/or facilities) and resulting product quality improvement. Provide examples identifying instances of process improvements. B. Reasonable and Cooperative Behavior. Describe the company's mechanisms for handling customer complaints, their resolution and utilization of this information for continuous quality improvement. Provide examples identifying instances of successful problem resolution. C. Provide a list of contracts performed during the past three years including the name of customer, point of contact together with telephone number, and the dollar value of each contract. (3) FACILITIES: A. The physical location of the facility, including distances in blocks to freeways and public transportation. B. The dining facilities available on the premises and distances to your facility, C. The laundry facilities available on the premises, including hours of operation and number of washers and dryers. D. Furniture and equipment in each room. E. Security: The security plan, methods and equipment used at your facility. Address security of personal property, personal rooms and access to interior of building and grounds. F. Fire and Safety: The safety and fire prevention plans and equipment used at facility. G. Heating and Ventilation: The heating and cooling system in your facility. Temperature range, adjustability and type of equipment (radiator, central heat, window fan, etc.), H. Frequency and quality of maid service provided in each room. I. Policies and procedures regarding overnight guests in the room (including additional charges, if any). (4) TRANSPORTATION: - A. Type, capacity and number of vehicles presently used as well as any intentions to arrange additional services. B. Number of daily trips and time taken for each one-way trip. C. Driver availability, qualifications and insurance coverage. (5) RESPONSE REQUIREMENTS: - A. Availability of twenty-four (24) hour telephone/ fax services and front desk clerk at the hotel. B. Ability to accommodate and provide housing / lodging for MSCPAC personnel on 4 hour, 8 hour, 12 hour and 24 hour notification timeframe for accommodation of Mariners over the guaranteed minimum. The Government may elect to award a single delivery order contract or task order contract or to award multiple delivery order contracts or task order contracts for the same or similar supplies or services to two or more sources under this solicitation. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). The price to the Government will be evaluated to determine cost realism and reasonableness of proposed price. Offerors shall include with its offer a completed copy of the Provision at FAR 52.213-3, Offeror Representations and Certifications- Commercial Items, DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items; DFARS 252.225-7000, Buy American Act and Balance of Payments Program Certificate; Also, DFARS 252.204-7004, Required Central Contractor Registration. Copies of the Provision can be obtained from the POC stated herein or by downloading a copy from the FAR website at http://farsite.hill.af.mil . The clause at FAR 52.212.4, Contract Terms and Conditions-Commercial Items applies including 52.214-35, Submission of offers in U.S. Currency, FAR 52.211-5, Material Requirements; and provision, FAR 52.215-5, Facsimili Proposals. The clause at FAR 52.215.5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items applies. The additional terms and conditions apply, Government Credit Purchase Card (GCPC) will NOT be used as a payment method for this contract. Invoice submissions shall be specified in the contract award document. All offerors shall be registered in the Central Contractor Registration (CCR) website at www.ccr.gov. The Defense Priorities and Allocations System (DPAS) applies. Offers are due at 1000 hrs PST 03 MAY, 2004.
