Description
The Naval Air Systems Command (NAVAIRSYSCOM), PMA205 is seeking eligible small business firms capable of providing the technical effort outlined in the attached draft Statement of Work. All potential bidders, both small and large, are encouraged to review the draft Statement of work and submit comments or questions to the Government point of contact listed below. The Government wishes to ensure that the Statement of Work contains sufficient detail for successful completion of the effort. This office anticipates awarding the contract for these services approximately June 2004. The NAICS is 611512, size standard (NTE) $21,500,000. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources and the sufficiency of the Statement of Work prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and shall not pay for any information received from potential sources as a result of this synopsis. A letter of interest should include, at a minimum, the following information: (1) Name and address of the firm; (2) Size of business (Does your firm qualify as a small, emergent business or a small, disadvantaged business? If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? Is your firm a certified hub zone firm? Is your firm is a woman-owned or operated business?) (3) Ownership; (4) Year firm established; (5) Names of two principals to contact, including title and telephone number; (6) Company profile to include number of employees, annual revenue history, office locations, DUNS number, if 8(a), date of acceptance into Small Business Administration 8(a) program and anticipated graduation date; (7) Resources available such as corporate management and currently-employed personnel to be assigned to the project to include names and current job titles; (8) Management approach to staffing the total effort with qualified personnel. The staffing plan should address any new hires that would be available for assignment to this effort, possible subcontract/teaming arrangements, and strategy for recruiting and retaining qualified personnel; (9) A description of previous experience that demonstrates your firm's ability to effectively manage or perform a similar effort. Please include information about on-going contract(s) completed within the last five years. Desired specific information for each effort is: (a) Name of Contracting Activity; (b) Contract Number; (c) Contract Type (FFP, Cost, IDIQ, or combination); (d) Period of Performance, Total Contract Value, and Total Dollar Value under the Contract that the firm was actually responsible for under this NAICS code; (e) Summary of contract work; (f) Contracting Officer name and current telephone number; (g) Contracting Officers Technical Representative name and current telephone number; (h) List of major subcontractors including name, address, and telephone numbers of primary points of contact. Based on a review of industry response to this Sources Sought Synopsis, the Government shall decide an appropriate procurement strategy. No solicitation currently exists; therefore do not request a copy of the solicitation. If a solicitation is released, it shall be synopsized in the Federal Business Opportunities website. This synopsis is for informational and planning purposes only, and is not to be construed as a commitment by the Government, nor shall the Government pay for information solicited. Respondents shall not be contacted regarding their submission or information gathered as a result of this notice. Respondents shall not be notified about the outcome of the Governments review of the solicited information. Failure to respond to this sources sought synopsis shall not limit a potential offerors ability to respond to a solicitation at a later date. Submissions must be received no later than 5:00 PM, Eastern Standard Time, on 3 May 2004. The draft Statement of Work is as follows: 1.0 INTRODUCTION 1.1 Background The MV-22 Osprey will be the prime United States Marine Corps (USMC) medium lift aircraft for the next twenty years. The Osprey is a tilt rotor vertical/short takeoff and landing (VSTOL), multi-mission aircraft developed to fill multi-service combat operational requirements. The MV-22 will replace the current USMC assault helicopters in the medium lift category (CH-46E and CH-53D), contributing to the dominant maneuver of the Marine landing force, as well as supporting focused logistics in the days following commencement of an amphibious operation. The tiltrotor design combines the vertical flight capabilities of a helicopter with the speed and range of a turboprop airplane as well as permitting aerial refueling and worldwide self-deployment. The United States Marine Corps (USMC) has a requirement to assess and produce the Master Task List (MTL), Master Syllabus and Curriculum for the MV-22 100-600 level Pilot, Enlisted Aircrew (EAC) Training Programs and to assess and produce the MV-22 Osprey Aircraft Tiltrotor Simulator Certification Program. This will be accomplished by using the MV-22 100 Level Pilot Training and Concurrency Management contract currently performed for the Training Concurrency Integration IPT and adding MTL, Master Syllabus and Curriculum for the MV-22 200-600 level Pilot, EAC Training Programs and the assessment and production of the MV-22 Osprey Aircraft Tiltrotor Simulator Certification Program. The training creation effort for the 100-600 level Pilot, EAC training shall be governed by the programs of instructions (POI) and training progression models provided in the Training and Readiness (T&R) Manual and other applicable documents specified by the USMC in this Statement of Work (SOW). The MV-22 Osprey Tiltrotor Aircraft Simulator Certification Program shall be assessed and produced using all appropriate Federal Aviation Administration (FAA) Advisory Circulars (ACs) and other applicable documents identified by the Contractor and the USMC. This SOW is a modification to the MV-22 100 Level Pilot Training and Concurrency Management contract currently performed by Aviation Training Consulting (ATC). 2.0 OVERVIEW 2.1 Contractor Qualifications The contractor shall provide Instructional System Development (ISD) Specialists, Training Developer(s), Education Specialists, Quality Assurance (QA), Contract Compliance, Subject Matter Experts (SMEs), and program management personnel that have a minimum of three (3) years of experience with the design and development of training materials. Contractor SMEs performing QA must be former military pilots that must have a minimum of 3 years of experience with rotor and/or fixed-wing and/or tiltrotor aircraft operations. The contractor shall have at least one SME that is a former military pilot that has 3 years of experience in Assault Support Operations ? preferably with Marine Air Wing Training Squadron ? One (MAWTS-1) experience. Contractor SMEs shall review and provide QA of training materials before submission to the COR. 2.2 Program Management The contractor, in consultation with the COR, shall designate an MV-22 Program Manager (PM) with sufficient authority to manage, direct, execute, and control all elements of the contractor?s performance under this SOW. The PM shall use the Integrated Master Plan (IMP) to comprise its management approach to achieve contract requirements. The IMP shall be completed and submitted in accordance with (IAW) DI-MISC-81183A no later than 90 days after completion of the post award conference (PAC). The contractor?s IMP shall accomplish the following: Conduct effective Integrated Product Team (IPT) Training Development, Steering Committee, and Program Manager (PM) status meetings to produce a ?joint? approach to training development. 2.3 Quality Assurance (QA) The contractor shall prepare and submit to the Training System Program Manager (TSPM)/Contracting Officer Representative (COR) a Quality Assurance Program Plan (QAPP) for the applicable program efforts IAW International Standards Order (ISO) 9001. This QAPP shall be submitted within 90 days of Contract Award (CA). The contractor shall designate a QA lead as interface to the COR. The contractor shall provide assistance to the TSPM/COR during QA inspections and audits. The contractor shall provide corrections to any discrepancies found during operational inspections and audits to the government Quality Assurance Representative (QAR) within 30 working days of inspection completion. The contractor shall provide an automated system (QA Tracking System) to record, track, and maintain QA records and data using standard office support software products. 2.4 Government Furnished Information (GFI) Contractor access to GFI shall be assessed and resolved at the PAC. The contractor shall comply with government accounting procedures and supply economy practices as provided by the COR. The contractor shall request the required GFI to perform the required work. The contractor shall produce a detailed list and required delivery date of GFI to meet proposed program and delivery schedules. Initial contractor request for all GFI shall be submitted to the government prior to contract award and at scheduled IPRs. The Government will provide an updated GFI list as it becomes available. The contractor must properly document the receipt of GFI. The receipt of GFI shall be documented IAW DI-MGMT-80389B, Receipt of Government Material Report 2.5 Intellectual Property Rights DOD Intellectual Property (IP) rights are found in Federal Acquisition Regulation (FAR) Part 27, Defense Federal Acquisition Regulation (DFAR) 227. The contractor agrees to comply with all provisions of FAR, Part 27. 3.0 REQUIREMENTS 3.1 Scope The contractor shall incorporate IPT, working group, steering committee, and control board recommendations into the preparation of training products to ensure that the MV-22 100-600 level Pilot and EAC and Maintenance Training Programs satisfy the needs of the Naval Air Systems Command (NAVAIR) while producing a standardized and interoperable training continuum for the MV-22 Osprey and future aircraft platforms. The contractor is required to assess and produce the Master Task List (MTL), Master Syllabus, and Curriculum for the MV-22 100-600 level Pilot and Enlisted Air Crew (EAC) Training Programs. The contractor shall produce a MV-22 Tiltrotor Aircraft Simulator Circular, and upon approval from the Government, will create a Certification Program, which shall be delivered. The training production effort for the 100-600 level Pilot and EAC training shall be governed by the programs of instructions (POI), training progression models provided in the Training and Readiness (T&R) Manual, Administrative T& R Manual, contracting officer instructions (COIs), appropriate DIDs, and other applicable documents specified by the government in this SOW. The MV-22 Osprey Tiltrotor Aircraft Simulator Certification Program shall be assessed and produced using all appropriate Federal Aviation Administration (FAA) Advisory Circulars (ACs) and other applicable documents identified by the contractor and the government. The assessment of a Formal Concurrency Management Plan (CCMP) and the Training Concurrency Integration (TCI) provides for the continuous creation of V-22 pilot processes, policies and impact assessment in all phases. This process could result in program changes affecting aircraft, or policies and procedures. This Plan provides procedures to control, manage, and report changes to those items and to the corresponding baseline technical documentation. The CCMP shall be updated or supplemented should additional or revised management control be required. These procedures are applicable to all contract personnel. Creation, updating, integration, management and control of the CCMP shall be the responsibility of the contractor and sustained as an integrated part of all phases. This plan governs the concurrency management process and procedures used to control changes of hardware, software, publications, documentation, and courseware to any training system component in support of the operational requirements. The CCMP shall be prepared to incorporate additional weapons platforms. The SOW shall be executed in phases with the government retaining the authority to execute the SOW by phase(s), in whole or in part, based on the training creation strategy. The three phases are: Phase One: MV-22 100-600 level Pilot and EAC MTL; MV-22 100 level Pilot and EAC Master Syllabus; MV-22 100 level Pilot and EAC Curriculum; FAA AC Tiltrotor Simulator Qualification Phase Two: MV-22 200-300 level Pilot and EAC Master Syllabus; MV-22 200-300 level Pilot and EAC Curriculum; MV-22 Simulator Certification Program Phase Three: MV-22 400-600 level Pilot and EAC Master Syllabus; MV-22 400-600 level Pilot and EAC Curriculum 3.2 Requirements The contractor shall provide experienced Instructional Systems Development (ISD) Specialists, Training Developers, Education Specialist, Contract Compliance, Quality Assurance (QA), Subject Matter Experts (SMEs), and Program Management personnel to assess and produce the MV-22 training and simulator certification products associated with the SOW tasks. The contractor shall have sufficient SMEs on contract and readily available to perform or assist instructional creators, training creators, IPT working groups, and QA personnel to assess, prepare and verify training. The government will provide administrative oversight, guidance, and participation in IPTs and steering committees. Attendees to these IPTs are at the discretion of the COR, TSPM and contractor PM. The contractor and government agree to form a minimum of two (2) IPTs to ensure the coordinated production of the MV-22 Training Program. The contractor shall host a Major/Lieutenant Commander (0-4) level IPT Working Group to ensure that contract deliverable requirements list (CDRL)s are developed IAW the requirements of the user (Fleet Marine Force). IPT Working Groups shall be conducted at Naval Air Station (NAS) Patuxent River, Maryland or Marine Corps Air Station (MCAS) New River, North Carolina. The 0-4 IPT Working Group shall be conducted quarterly and in conjunction with IPRs if possible. The contractor shall host a Colonel/Captain (0-5) level IPT Steering Group in NAS Patuxent River, Maryland or MCAS New River, North Carolina to ensure CDRLs are developed IAW the requirements of the user. The 0-5 IPT Working Group shall be convened as the contract and deliverables mature so that training products may be amended as necessary to meet the requirements of working group participants. 3.3 Training Products The contractor shall submit all CDRLs as required by this SOW. Training product creation must ensure horizontal integration occurs among all other level CCMPs, MTLs, Master Syllabi and Curriculum for future aircraft acquisition programs. The MV-22 Pilot and EAC Training Programs? progression from level-to-level shall appear seamless to the student. The MV-22 Simulator Certification Program shall be created and produced using IPT Working Groups, FAA ACs, and other regulatory publications. The Simulator Certification Program shall require data from both the aircraft and simulator manufacturer to verify the accurate replication of aircraft characteristics in the simulator. This SOW requires the contractor to formally deliver the following training products: Master Task List (MTL) The MTL is a list of individual Pilot and EAC tasks that must be performed for the safe operation of the MV-22 aircraft by the pilot and enlisted aircrew. MTL shall be prepared IAW the following DID: DI-SESS-81518B, Instructional Performance Requirements Document (IPRD). The following is the required task information for each Pilot and EAC training course: Task Title Proficiency Level Criticality of Performance Value Frequency of Performance Required All pertinent information for the establishment of a relational data base Master Syllabus The Master Syllabus shall provide the information necessary to conduct 100-600 level Pilot and EAC training for the MV-22 Training Program. The Master Syllabus shall be prepared IAW DI-ALSS-81522B, Course Conduct Information Package (CCIP). The master syllabus shall provide the following information: Course Information Course Footprint Course Master Schedule Course Block Descriptions All pertinent information for the establishment of a relational data base Course Resource Requirements Course Acronyms Curriculum The curriculum shall provide detailed training data for each MV-22 training lesson (100-600 level). The Curriculum shall be prepared IAW DI-SESS-81521B, Training Program Structure Document (TPSD). The outline shall provide the sequence in which the instruction is to be presented and shall contain the following: Purpose Lesson Title Academic Hours by Type of Instruction (practical exercise, exam) Training Tasks, Subjects, Conditions, and Standards Course Learning Objectives Terminal Learning Objectives Enabling Learning Objectives Method of Instruction Training Support Equipment and Materials Required Training Annexes Hours for Topic of Instruction, Specific Lesson or Module, or Program of Instruction. Concurrency Formal concurrency control will be the systematic evaluation, coordination, approval or disapproval, and Implementation of all approved changes. The CCMP/TCI process will be updated to reflect a systematic evolution of processes, policies and procedures. FAA Advisory Circular Tiltrotor Simulator Qualification Upon acceptance/approval of the National Simulator Program Manager, the FAA AC Tiltrotor Simulator Qualification shall become the primary publication and governing document for the MV-22 Simulator Certification Program. The draft shall be prepared IAW MIL-M-38784. The contractor shall submit a camera-ready copy (CRC) of the Simulator Certification Program Technical Instruction (TI) Publication complete with front matter, text, tables, and illustrations. Included shall be corrections resulting from IPRs, validations, and government review of the Final Draft. MV-22 Simulator Certification Program The MV-22 Simulator Certification Program shall be prepared IAW FAA AC Tiltrotor Simulator Qualification and other regulatory documents. The MV-22 Simulator Certification Program shall ensure the simulator replicates the flight and ground dynamics of the MV-22 Osprey Tiltrotor Aircraft. Performance and handling characteristics of the simulator shall be delineated in a Qualification Test Guide created to verify that the simulator accurately replicates actual aircraft qualities within prescribed limits/variances. The focus of the simulator certification program is the simulators? accurate replication of the actual aircraft so that flight crewmembers can train and qualify faster, safer, and more economically. 3.4 Other Deliverables and Due Dates Integrated Master Plan IMP The contractor shall use the IMP to comprise its management approach and implementation plan to achieve the MV-22 Training Program contract requirements. The IMP shall be completed within 90 days upon completion of the PAC. Quality Assurance Program Plan (QAPP) The contractor shall prepare and submit to the TSPM/COR a QAPP for the applicable program efforts IAW International Standards Order (ISO) 9001. This QAPP shall be submitted within 90 days of contract award. The contractor shall designate a QA lead as interface to the USMC COR. The QAPP shall cover the following areas: Audits and Inspections QA Tracking System Verification of Efforts Program Schedule The contractor shall produce a program schedule delineating the time frame required to accomplish each phase of the contract effort. The program schedule will provide the timeframe for CDRL submission. Requested timeframe adjustments shall be submitted to the COR for approval in advance of implementation. 3.5 Maintenance Training Option The Maintenance MTL and Curriculum shall become an integrated part of this SOW to provide a baseline continuum for all V-22 Pilot, EAC and Maintenance training. The SOW shall be executed with the government retaining the authority to execute in whole or in part, based on the training creation strategy. 3.6 Concurrency Management Implementation Option Formal concurrency control for the 100-600 level Pilot, EAC and Maintenance Curriculum will be the systematic evaluation, coordination, approval or disapproval of all approved changes to this Syllabus using the CCMP/TCI process. This process will be updated to reflect a systematic evolution of processes, policies and procedures that will be converted into an implementation tool (eg automated) that will manage the training continuum. 3.7 Concurrency Management Sustainment Option Formal concurrency control for the 100-600 level Pilot, EAC and Maintenance Curriculum will be the systematic evaluation, coordination, approval or disapproval of all approved changes to this Syllabus. The CCMP/TCI implementation tool will be sustained to reflect a continuous evolution of processes, policies and procedures that will manage the training continuum and ensure concurrency and accuracy of the 100-600 level Pilot and EAC Curriculum. range of a turboprop airplane as well as permitting aerial refueling and worldwide self-deployment. 4.0 TRAVEL IPT Working Groups shall be conducted at Naval Air Station (NAS) Patuxent River, Maryland or Marine Corps Air Station (MCAS) New River, North Carolina.
