- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Naval Sea Systems Command (NAVSEA) intends to modify sole source Basic Ordering Agreement, N00024-04-G-4301, with ITT Gilfillan (ITTG) Division, of 7821 Orion Avenue, Van Nuys, CA 91409 to extend the ordering period for two years from the current authorized expiration date of 03 March 2005. The BOA will now provide for the placement of orders covering design agent and technical engineering services with suppor t under the AN/SPS ? 48 Radar Program. Services shall include analysis and design engineering for resolution of program obsolete parts issues, resolution of reliability and maintainability issues, studies of equipment upgrades, design support during engineering changes and alterations of AN/SPS ? 48 Radar Systems. The BOA provides for the procurement of radar refurbishments that are needed to support Ships Construction, Navy and Foreign Military Sales delivery schedules for the AN/SPS ? 48 (V) Radar System and provides for the issuance of orders for product improvement efforts, documentation, testing, and ships documentation changes necessary for repair and logistics support for the AN/SPS-48 (V) Radar. All materials and services incidental to such work (repair parts, components, accessories, documentation, associated tools, packing, packaging, marking of end items, etc.) ar e also included. In appropriate cases, any repair alteration or overhaul may be handled by the issuance of an order to open and inspect equipment to determine the extent of work that the Contractor may be required to provide. Orders will be issued for installation and checkout (INCO) spares and repair parts for the AN/SPS-48 (V) Radar System. This includes the replenishment of existing INCO spares and repair parts in support of the AN/SPS-48 (V) and it?s associated field changes. Orders will be issued for field engineering services and technical support services for the AN/SPS-48 (V) Radar System. The BOA allows for the placement of firm fixed-price (FFP) type contract or cost-plus-fixed-fee (CPFF) type contract orders. ITTG is the original designer, developer, and sole manufacturer of the AN/SPS-48 Radar System. Therefore, no other firm possesses the technical expertis e necessary to perform the work that will be required by the Government. The BOA will be issued pursuant to 10 U.S.C. 2304(c)(1). ?Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements.?
