- Description
- The purpose of this synopsis is to conduct a market search for qualified small businesses to submit capability statements outlining their technical and managerial capability, and personnel qualifications for the following proposed procurement. To be considered a small business, this procurement will utilize NAICS Code 541990 with a size standard of $6 million or less. The information submitted will be evaluated and used to determine whether or not this procurement will be set aside for small businesses. Otherwise, this procurement will be subject to full and open competition. The US Environmental Protection agency intends to award a contract to provide technical quality assurance (QA) support for the National Health and Environmental Effects Research Laboratory (NHEERL) of the U.S. Environmental Protection Agency (EPA, the Agency), focusing primarily on the Quality Management Systems of the NHEERL health effects research divisions and staff offices of the Immediate Office of the Director, located in Research Triangle Park (RTP) and Chapel Hill, North Carolina, collectively described here as NHEERL-NC. The support to be provided is described as performance evaluations (PEs) of laboratory measurement instruments. The type of instruments for which the contractor shall be responsible for evaluating included but are not limited to: pH meters, balances, spectrophotometers, and optical plate readers, which are used throughout the Laboratory, as well as gaseous analyzers, flow-meters, and temperature and humidity sensors that are used in animal inhalation exposure facilities. Instruments to be evaluated will be located in the facilities listed below, and the number and location of those instruments and period of performance, which will vary across NHEERL organizations and projects, will be specified under task orders. The instruments in the NHEERL PE program as of February 2004 are located on-site at three locations, as follows: EPA RTP Campus, 109 Alexander Drive, RTP, NC; Reproductive Toxicology Facility, 2525 Highway 54, Durham, NC; Human Studies Facility, 104 Mason Farm Road, Chapel Hill, NC. Before a task order for instrument performance evaluations may be initiated, the Contractor shall be required to first develop for the project officer's approval Operating Procedures for conducting Performance Evaluations of each type of instrument identified in the inventory.
