- Description
- NASA GSFC/WFF plans to issue a Request for Offers for Upgrade of Island Electrical Distribution System, at NASA Goddard Space Flight Center, Wallops Flight Facility, Wallops Island, Virginia 23337. The scope of work for this project shall include, but is not limited to: The replacement of primary electrical distribution system to Wallops Island. The existing direct-buried system will be replaced with new service conductors in a new underground duct bank system which will also house new conduits for future fiber-optics installations. This includes installation of new pad mounted switch at the Island/Mainland gate. This requirement includes a Basic Requirement and one (1) Option. The work shall be complete. It includes furnishing, as applicable, or may be required, all contractor?s plant, equipment, safety devices, labor, tools, materials, supplies, and services, and performing all operations necessary for or incidental to a complete project in conformity with the drawings and as set forth in the various sections of the specifications. This procurement is being conducted under NASA MidRange Procurement Procedures. The order of magnitude for the procurement is between $1,000,000.00 and $5,000,000.00 and the effort shall be completed within 180 calendar days after notice to proceed. This procurement is a total small business set-aside. See Note 1. The North American Industry Classification System (NAICS) Code for the procurement is 237130. The corresponding size standard is $28,500,00.00. The anticipated release date of the RFO is on or about May 20, 2004, with an anticipated offer closing date of on or about June 22, 2004. The firm date for receipt of offers will be stated in the RFO. Bid packages containing specifications and drawings will be available at a nonrefundable cost of $75.00. Requests are to be forwarded to: NASA/GSFC, Sandra S. Savage, Code 210.W, Wallops Flight Facility, Wallops Island, VA 23337. Payment must be made in the form of a certified check, company check, or money order, made payable to ?NASA?, which must accompany the request. No personal checks or cash will be accepted. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. This synopsis is also an intent to synopsize the pre-solicitation notice. No telephone requests accepted. Collect calls not accepted. An ombudsman has been appointed See Note "B" as explained under NASA-SPECIFIC NUMBERED NOTES. The solicitation for this procurement will be available over the Internet. (Specifications and drawings are available in paper format only. See above ordering instructions.) These documents will be in Microsoft Office 2000 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for Tuesday, June 8, 2004, at 1:00 p.m. local time. (c) Participants will meet at the GSFC/WFF Reception Building No. 125 (Security Gate), Wallops Island, VA (End of Provision) All contractual and technical questions must be submitted in writing.
