- 17(i). This is a combined synopsis/solicitation in accordance with the format in FAR Subpart 12.6, and FAR 13.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 17(ii). H92239-04-T-0026 is the solicitation number and it is issued as a Request for quotation (RFQ). 17(iii). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. 17(iv) This procurement is unrestricted. All responses from responsible sources will be fully considered. 17(v). This action (CLIN 0001) is for one contract SIGNET/EW systems trainer for a 12 month period to begin 1 June 2004 with the option for the government to award logical follow-on contracts for a period of not to exceed 2 contract periods with no additional competition. 17(vi) Performance Statement of Work FOR United States Army Special Operations Command Signals Intelligence (SIGINT)/Electronic Warfare (EW) Trainer 1.0 SCOPE. General. a. The United States Army Special Operations Command (USASOC) is responsible for the training, equipping and readiness of Army special operations forces. As part of an equipment procurement strategy to ensure that the Special Operations Teams ? Alpha (SOT-A) remain a valuable and viable component of the special forces groups, USASOC has purchased a variety of Commercial-Off-The-Shelf (COTS) and Government-Off-The-Shelf (GOTS) Signals Intelligence (SIGINT)/Electronic Warfare (EW) equipment for use by the SOT-As. Most of this non-standard equipment has been issued in small quantities to various units based on mission requirements. The resultant mix of low density equipment provides the SOT-As with an enhanced capability but poses serious training challenges. There is no institutional training solution within USASOC or the Army and attempts to develop one have been unsuccessful. The requirement is for one contract SIGINT/EW systems trainer. b. The contractor shall develop a program of instruction (POI) for training SOT-A members the tactics, techniques and procedures for collecting and exploiting sophisticated signals using specified non-TO&E equipment issued to the SIGINT/EW collection teams assigned to the Special Forces Groups. The POI will be a deliverable that will remain with USASOC. c. The contractor shall travel to various special operations forces? unit locations to conduct training to SIGINT/EW collection team members (Army and Navy) on the tactics, techniques and procedures for collecting and exploiting sophisticated signals using specified non-TO&E equipment issued to the Special Forces Groups. 2.0 PERSONNEL. a. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate(s) who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer. b. The contract manager or alternate shall be available during hours of operation. c. The contract manager and alternates(s) must be able to read, write, speak and understand English. d. The Government has the right to restrict the employment under the contract of any contractor employee, or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population. e. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. f. The contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours or deployment. Military Reservists and National Guard members may be subject to recall to active duty. Their absence at any time shall not constitute an excuse for nonperformance under this contract. 3.0 QUALITY CONTROL. a. The contractor shall establish and maintain a complete Quality Control Plan to ensure the requirements of the contract are provided as specified. One copy of the contractor's Quality Control Plan shall be provided to the Contracting Officer not later than the pre-performance conference. An updated copy must be provided to the Contracting Officer on the contract start date and as changes occur. b. The plan shall include: (1) An inspection system covering all the services listed on the Performance Requirements Summary. It must specify the areas to be inspected on either a scheduled or unscheduled basis, how often inspections will be accomplished, and the title of the individual(s) who will perform the inspection. a. Performance Requirements Summary The work of the contractor will be subject to inspection by the Chief, SIGINT Section, Deputy Chief of Staff, G2 on not less than a quarterly basis. As indicated in the SOW, para 1.0.b., the contractor will develop a series of Programs of Instruction (POI) for training SOT-A team member in the use and employment of various COTS/GOTS SIGINT/EW collection equipment. The contractor shall have completed the Programs of Instruction (POI) for the named COTS/GOTS equipment by the prescribed times within the first year of the contract as indicated below: TIME FRAME COTS/GOTS SYSTEM Ninety days DRT-1101/1301/1501 One hundred eighty days Mini-EXPIATION Two hundred seventy days HIDRAH/LOGGERHEAD/GOSSAMER/ AMBERJACK. The POIs will be inspected for thoroughness, accuracy, efficiency and ease in use in the conduct of training. Additionally, as indicated in the SOW, para 1.0.c., the contractor shall travel to various special operations forces' locations to conduct training to SIGINT/EW collection team members on the tactics, techniques and procedures for collecting sophisticated signals using non-TO&E equipment. The evaluation of the training provided by contractor to the SOT-A members will be a combination of on-site inspections by the Chief, SIGINT Section, Deputy Chief of Staff, G2 and post-training questionnaires completed by the trained personnel. The training will be evaluated based on the quality of the instruction (organization, presentation, value added) and the ability of the students to complete the trained tasks at the conclusion of the training. (2) The methods for identifying and preventing defectives in the quality of service performed before the level of performance becomes unacceptable. (3) On-site records of all inspections conducted by the Contractor and necessary corrective action taken shall be made available to the Government during the term of the contract. c. Quality assurance. The Government will evaluate the contractor's performance under this contract. The Government will record all surveillance observations. When an observation indicates defective performance, the COR will request the contractor's representative to initial the observation. d. Performance Evaluation Meetings. The contract manager may be required to meet at least weekly with the Contracting Officer's Representative (COR) and the Contracting Officer during the first month of the contract. Meetings will be as often as necessary thereafter as determined by the Contracting Officer. However, if the contractor requests, a meeting will be held whenever a Contract Discrepancy Report is issued. The written minutes of these meetings shall be signed by the contractor's manager, contracting officer and COR. Should the contractor not concur with the minutes, the contractor shall so state any areas of non-concurrence in writing to the Contracting Officer within 10 calendar days of receipt of the signed minutes. 4.0 QUALIFICATION REQUIREMENTS. a. The contractor shall have a thorough working knowledge of the communications environment, to include radio wave propagation, basic antenna theory, communication theory, signal modulation, multiplexing theory, and recording. A thorough working knowledge of the subject material can be demonstrated by past successful completion of related courses conducted by the National Cryptologic School, Department of Defense military service schools, equivalent civilian education in related fields, such as electrical engineering, or a combination thereof. b. The contractor shall have a thorough working knowledge of sophisticated communications modes, to include digital communications, cellular, fax and modems. A thorough working knowledge of the subject material can be demonstrated by past successful completion of related courses conducted by the National Cryptologic School, Department of Defense military service schools, equivalent civilian education in related fields, such as electrical engineering, or a combination thereof. Three years of experience conducting SIGINT/EW operations against targets using these various sophisticated signals communications may be accepted in lieu of formal classroom training. c. The contractor shall have a thorough working knowledge on the operation and employment of various COTS/GOTS SIGINT/EW collection and exploitation systems, to include the DRT-1101A/1301B/1501, MINI-EXPIATION, HIDRAH, LOGGERHEAD, GOSSAMER, AR-8200, and the PRD-13v2/ISSMS. A thorough working knowledge of these various systems can be demonstrated by a minimum of three years of experience conducting SIGINT/EW operations using the DRT-1101A/1301B/1501, MINI-EXPIATION, HIDRAH, LOGGERHEAD, GOSSAMER, or comparable systems. d. The contractor shall have strong writing and communications skills as demonstrated by the completion of not less than sixty semester hours of undergraduate university or college course work. 5.0 PREVIOUS EXPERIENCE REQUIREMENTS. The contractor shall have recent experience conducting SIGINT/EW operations against a wide variety of modern communications modes. This experience can be demonstrated through previous assignments as a SIGINT/EW collector with Special Operations or unconventional collection organizations totaling not less than five (5) years. 6.0 ADDITIONAL OPERATIONAL REQUIREMENTS. a. The contractor shall work at the Headquarters, USASOC building (building E-2929), Fort Bragg, North Carolina, unless on Temporary Duty (TDY) status. The individual may receive technical guidance as needed on specific SIGINT/EW training issues from the Chief, SIGINT Section, Intelligence Operations Division, Deputy Chief of Staff for Intelligence, USASOC or his designated representative. b. The contractor shall maintain a standard duty day as established by the contracting officer unless otherwise dictated by mission requirements. c. The contractor shall be in good physical condition. Because of the size and weight of the SIGINT/EW systems involved in conducting the training, the contractor shall be capable of lifting at least 50 pounds. d. The contractor shall have appropriate clothing to operate and conduct training in adverse weather conditions for those occasions when mission requirements preclude the rescheduling of training. e. The contractor shall perform other TDY as dictated by mission requirements. USASOC DCSINT will reimburse travel expenses as authorized by applicable regulations. OCONUS travel may be required. 7.0 SECURITY REQUIREMENTS a. The contractor shall be a U.S. national with at current TOP SECRET clearance and eligible for indoctrination for Special Compartmented Information (SCI) within thirty (30) days of the beginning of the contract. b. The contractor shall comply with all applicable Department of Defense, USSOCOM and USASOC security regulations and local Standing Operating Procedures. c. The contractor shall be responsible for safeguarding all Government property provided for contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured. 8.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government shall provide, without cost, the facilities, equipment, materials, and/or services listed below. a. Facilities. The Government shall furnish and/or make available suitable facilities containing a desk w/chair, telephone and appropriate Automatic Data Processing (ADP) equipment. The contractor shall return the facilities to the Government in the same condition as received, fair wear and tear and approved modifications excepted. These facilities, telephone service and ADP equipment shall be used for performance of this contract only. b. Equipment. Because of the limited availability and sensitive nature of the SIGINT/EW systems, the Government shall furnish the required SIGINT/EW systems for use in developing the training materials and conducting the training within the constraints of mission requirements and resource constraints. The Government will maintain and repair equipment provided to the contractor except that in the case of loss or damage beyond fair wear and tear, the contractor's liability shall be to reimburse the Government for 100 percent of all expense incurred. 9.0 CONSERVATION OF UTILITIES. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which shall include: a. Light shall be used only in areas where and when work is actually being performed. b. The workers shall not adjust mechanical equipment controls for heating, ventilation and air conditioning systems. c. Water faucets or valves shall be turned off after the required usage has been accomplished. 10.0 EMERGENCY MEDICAL TREATMENT. Medical services for contractor personnel are the responsibility of the contractor. However, the Government will provide, on an emergency basis, medical services for job related injuries while an employee is performing under this contract. Emergency medical care is available to the contractor employees at Womack Army Medical Center. For Emergency ambulance service, call 911. Such emergency medical care will be limited to those services necessary to prevent undue suffering or loss of life and will be provided only during the period of emergency. In such circumstances, action shall be taken to transfer employees of the contractor to a civilian health care provider as soon as the emergency period ends. The Contractor shall reimburse the Government for emergency medical services provided. If the invoice is not paid, cost may be set-off by the Contracting Officer against future payments to the contractor. 17(vii). The period of performance will be for 12 months, with a start date during the month of June 2004. 17(viii). FAR provisions and/or clauses referenced are available at www.farsite.hill.af.mil. Solicitation Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Jul 2003) is hereby incorporated by reference. 17(ix). Solicitation Provision FAR 52.212-2, Evaluation - Commercial Items (Jan 1999) is hereby incorporated, the evaluation factors are Technical, Past Performance and Price. Technical includes Key Personnel Resume (Breadth of Experience with specified equip and Ability to train) and a Statement of Benefits limited to 5 pages. Technical and past performance, when combined are slightly more important than Price. 17(x). Contractors are reminded to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items Alt 1 (Apr 2002) and 252.212-7000 Offeror Representations and certifications - Commercial Items.
