- QUESTIONS AND ANSWERS: Question 1: Is there an incumbent contractor? Answer 1: The incumbent contractor will not be proposing on this effort. Question 2: In the solicitation it sounds like you are looking for a single person to perform the work, would you consider a proposal that offers two people who bring unique skills to the position? Answer 2: The agency would prefer a single individual to perform the work. An offeror may propose as many people as they want, but the offeror will have to address the question of how the individuals will interact, exchange information and complete assignments in a way not unduly burdensome to the agency. Question 3: What do you mean by the requirement for five or more years with the Federal Government/military? Would working as a government contractor suffice? Answer 3: The agency?s minimum personnel requirements are that the individual(s) proposed have five of more years of federal civil service/military experience relating to organization and/or administration of policies, procedures and resources. Question 4: Can I assume that proposals can be submitted via email? Answer 4: Proposals submitted by email will not be accepted. Question 5: What should be included in the hourly rate? Answer: The hourly rate proposed shall include direct labor, any associated indirect cost, other direct costs (such as travel), and profit. Question 6: Is the individual(s) proposed required to have a security clearance at the time the proposal is submitted? Answer: No. But the contractor may not start work under the contract until a security clearance has been obtained.
