- NRCS Oregon has received additional Wildlife Habitat Incentives Program (WHIP) funding for salmon habitat restoration to maintain healthy watersheds and to ensure long-term salmon survival. Oregon is one of five states eligible to use these fiscal year 2004 funds. These new funds are to help landowners with projects that restore habitat for Pacific salmon. Projects may include providing shade along streams, restoring gravel spawning beds, removing barriers to fish passages and reducing agricultural runoff. Interested parties submitting salmon habitat-related proposals for funding under the previous RFP will be considered for funding with these additional funds. This solicitation is extended through Friday, May 28, 2004. All proposals submitted by that date will be considered. Contact Bill White Program Manager at 503 414-3085 for technical questions. NRCS WILDLIFE HABITAT INCENTIVES PROGRAM (WHIP) PROGRAM APPLICATION FORM OREGON WILDLIFE HABITAT INCENTIVES PROGRAM FISCAL YEAR 2004 Application Deadline: May 28, 2004 Proposals will be competitively ranked and selected based on a point system consistent with FY04 priorities and the Oregon State Wildlife Habitat Incentives Program (WHIP) Plan. All applicants submitting a proposal for cost share funding under the FY2004 WHIP funding are required • To complete this application. Some items require narrative explanations and others ask for a checked response. Leaving questions blank may affect the ranking of this application. • To provide a location map with the application indicating where the requested funds will be used. NRCS will determine the eligibility of an individual, government entity or organization to participate in WHIP. An individual (i.e., landowner or land manager who will receive WHIP payments) is ineligible for WHIP if one • Cannot furnish acceptable evidence of ownership or control of the land for the duration of the cost-share agreement. Special accommodations may be provided for enrollment of tribal land, Bureau of Indian Affairs (BIA) allotted lands, or other special cases. • Not in compliance with the conservation provisions of the Food Security Act of 1985, as amended. Therefore, WHIP participants who do not participate in other USDA programs will be required to complete an AD-1026 and comply with the Highly Erodible Land Conservation / Wetland Conservation provisions. WHIP applicants who need to complete an AD-1026 should contact their respective USDA Farm Service Agency office.
