Description
The U.S. Coast Guard intends to award a sole source contract to GESAC, Inc., Boonsboro, MD for the development and completion of a child and female sized manikins and WAFAC computer simulation model for rough water testing of personal floatation devices (PFDs). The WAFAC computer model uses the proprietary ?DYNAMAN? computer-modeling package developed by GESAC, Inc. Offerors who can furnish the same items listed above may submit, in writing, a proposal substantiated by technical data, brochures, pictures, etc., to include pricing data. Specifications relating to this procurement are not available and cannot be provided by the Government. All responses must be received within 15 calendar days of this FedBizOps notice, addressed to Commandant (G-ACS-1A/EL), Department of Homeland Security, U.S. Coast Guard Headquarters, 2100 Second Street, SW, Washington, DC 20593-0001, Attn: Elaine Lerman. No telephone requests will be accepted. There is no solicitation available. The solicitation will be prepared in accordance with the format in FAR Part 15. The solicitation will be available for release to GESAC, Inc. on or about May 10, 2004. All responses submitting the required information will be fully considered. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.*****
