Description
The USDA Agricultural Research Service (ARS) Antimicrobial Resistance Research Unit (ARRU), Richard B. Russell Agricultural Research Center, Athens, GA, requires technical services to coordinate the work of personnel assigned to the USDA project, Collaboration in Animal Health and Food Safety (CAHFSE), as well as timely summarization and dissemination of the results. The CAHFSE project is conducted through a collaboration between ARS, FSIS, and APHIS and coordination between agencies is also needed. These technical services are required so that the ARRU can meet the Current Research Information System (CRIS) objectives to enhance the overall understanding of bacteria that pose a food-safety risk by monitoring these bacteria on-farm and in-plant over time. This routine monitoring will provide a means to identify, track, and ultimately mitigate critical diseases, as well as the development of antimicrobial resistance within zoonotic and commensal bacteria, in food-animal production prior to dissemination throughout the food chain which may impact human health. These technical services must be completed in accordance with the CAHFSE project scheduled time frame of quarterly collection of biological samples and herd health/management data from sentinel farms and slaughter facilities throughout the US. Duties will include the following: (1) Manage the phenotypic and geneotypic analysis of isolates obtained from CAHFSE. This work will be conducted at the ARRU site. (2) Expedite timely posting of summarized results including the prevalence and serotype of cultured microbes, antimicrobial resistance patters, and molecular characteristics of the isolates. Maintain all data in a central database. (3) Ensure that data are transmitted in a timely manner to collaborators at APHIS and FSIS and posted on a public website. Assist in construction and maintenance of the website. (4) Coordinate, guide, and facilitate planning activities of this multi-agency project involving APHIS, FSIS, and ARS. (5) Solicit and encourage commodity groups, consumer groups and environmental groups to participate in the planning process and in securing participation of livestock producers, packing and processing plants, and commercial retail outlets. (6) Coordinate and facilitate design of associated research projects which will lead to timely development of intervention strategies. (7) Guide data analysis and publication of results in refereed scientific journal in partnership with APHIS and FSIS. (8) Assist in the preparation of the Office of Scientific Quality Review (OSQR) CRIS project which is scheduled to be written in the Fall of 2004. (9) Present results at scientific meetings. For this acquisition, ARS intends to negotiate on a sole-source basis with L&R Research Associates of Watkinsville, Georgia. ARRU has determined that the key personnel of this firm have unique qualifications that justify the absence of full and open competition, as authorized by 41 U.S.C. 253(c)(1) and FAR 6.302-1. These qualifications include experience in conducting and supervising research; experience in planning and oversight of large-scale, multi-disciplinary research and development projects; in-depth knowledge of animal agriculture and interactions with swine industry leaders; demonstrated ability and experience in building collaborations among personnel from different institutions; and knowledge of the organizational structure of ARS, APHIS, and FSIS as it relates to CAHFSE. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 15 days of publication of this synopsis.
