Description
Description Project consists of the analysis of alternatives, design, and construction of a new Heating, Ventilation, & Air Conditioning (HVAC) system for the USDA, Forest Service, Pacific Northwest Research Station Laboratory, located in Olympia, Washington. The single story main building and shop together are approximately 18,000 square feet, with administrative offices, library, laboratories, supply storage and miscellaneous support space. The existing HVAC system is 30 years old. Site-work includes; construction of a new HVAC system, with a useful life of 30 years, including; install new digital control system, replace exhaust fans, replace water heaters, and replace boilers. Asbestos pipe wrap may be encountered on existing steam pipe elbows. If work can be accomplished without damaging wrap, asbestos need not be removed. If removal is necessary, asbestos shall be removed and disposed of as required by law. This solicitation also contains items for; 16 hours of operator training and one year of technical support assistance. 12% of the construction work is to be self-performed. This solicitation is a Request for Proposal (RFP) using the two-phase, design-build selection procedure. Phase One proposals received in response to this solicitation will be evaluated for; technical approach; and technical qualifications including; specialized experience and technical competence, capability to perform, and past performance. Three (3) offerors will be selected to submit Phase Two proposals. Phase Two proposals shall include technical and price proposals. Phase Two proposals will be evaluated to determine the best value to the Government in accordance with the following criteria listed in descending order of importance: Contractor Experience; Key Personnel; Contractor Past Performance; Conceptual Sketches and Narrative; Project Management; Technical Approach Narrative; Subcontracting Information, and Price. All evaluation factors, other than cost or price, when combined, are equal to cost or price. A price evaluation preference will be given for HUBZone certified small businesses. The price range is $250, 000 to $500,000. This project will be available by downloading from Federal Business Opportunities webpage.
