Description
The U. S. Department of Commerce, (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), MacDill AFB, Florida, intends to test cell check run and preserve two (2) Rolls Royce T56-A-14 engines on continuous 90 day cycles. Because of the extended times in between engine changes on the (2) WP-3D aircraft owned by the NOAA/AOC, the NOAA/AOC intends to put its (2) spare Rolls Royce T56-A-14 engines on a continuous 90 day test cell check run and preservation cycle in order to insure Ready For Installation (RFI) engines with a minimum of turn around time. Delays in engine installation and return to service can be caused by the sometime excessive down time of these engines. The contractor shall provide special equipment, tools, and labor to test run, make minor adjustments, and preserve the Rolls Royce T56-A-14 engine. One spare engine will be rotated through the contractor facility every 90 days requiring a total of (8) check run and preservation cycles over a (1)year period for the (2) engines (4 runs per year each engine). The NOAA/AOC will ship the engine to the contractor?s facility for the check run and preservation. Return transportation of the engine will also be contracted by the NOAA Aircraft Operations Center. The contractor shall be a FAA certified repair station and manufacturer certified for the engine type. Contractor shall have a type certified and calibrated test cell used exclusively for the T56- series engine installed in P-3 Quick Engine Change kit without major mounting modification to the test cell. The contract will be for a period of (1) year. Due to the nature of the NOAA/AOC operating requirements, a turn around time period of not more than 5 working days is required from the date of receipt of the engine at the contractor facility. The Contractor shall, at its own expense, provide and maintain during the performance of this contract, a minimum of $1,500,000.00 of insurance. The NAICS Code is 336412. This service is being acquired under FAR Part 13, Simplified Acquisition Procedures. This is not a small business set aside. A copy of the RFQ will be available on or about May 10, 2004.
