This is a Notice of Inte nt to award Richard Tell Associates, Inc. to procure the per formance of testing electro-magnetic fields. This testing i s highly technical and specialized and requires that the ind ividual/firm possess not only to test the targeted areas but also have sufficient background and experience in order to test the targeted areas and to provide a written analysis wh ich indicates and furnishes a clear interpretation of the fi ndings of the testing. However, in this particular procurem ent, the most critical element in source selection is the sp ecific technical experience of Richard Tell with this type o f measurement. The other firms that were obtained may have the ability to perform some of the technical testing, howeve r, only Mr. Tell has the necessary equipment and capability of performing all of the studies needed by the NIH. Additio nally, his resume reflects the fact that he was on the origi nal commitee which developed the standards for this type of work.
