- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information contained in this notice. The procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through March 26, 2004 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars 21. This acquisition is 100% small business set-aside and the NAICS code is 561621 with a small business size standard of $6.0 million. It is the intent of the National Institutes of Health (NIH) to procure equipment and labor to upgrade NIH existing C-Cure 1 Plus access control and security alarm systems located at Rockledge Drive in Bethesda, MD. Some panels need to be replaced and/or upgraded to the newer apC/8X with the latest firmware. The following equipment, materials, and labor as stated below. There are a total of twenty four(24) panels at NIH, eighteen (18) panels will be upgraded, and six (6) panels remain as is. The materials, description, and quantity are needed as follows: (1) 1 system - C-Cure 800/30 Bundled System includes 8 client license; (2) 1 each - Dell PC for Access Control System (Window 2000); (3) 18 each - apC panels upgrades to apC/8X 1MB Panel; (4) 1 fee - C-Cure 1 data conversion and input to the new C-Cure 800; (4) 1 fee - Installation, Programming, Testing, Training, Technical Support, Materials. Responses must provide ALL or NONE of the items above. All proposals received within seven (7) days from the date of publication of this synopsis will be considered by NIH. Responses must be in writing and must be received in this office by April 26, 2004 from the date of publication of this notice, and must include pricing information and meet the criteria requirement. All responses from responsible sources will be considered. Bidders MUST be certified and licensed Software House dealers and have offices in the Washington DC area to respond to warranty requests within two to four hours. Database conversion MUST be performed by successful bidder's in house technician. The card access database MUST not leave the NIH premises. Bidders must demonstrate advanced knowledge of the C-Cure 1+ and C-Cure 800 Access Control Systems as well as the VMS operating system. Bidder MUST be able to provide and support NIH's 31 Bit HID card format. The following changes are reflected in this amendment: 1) The response date for submission of quotes is being extended from Monday, April 26, 2004 to Friday May 7, 2004; 2) The National Institutes of Health has scheduled a site visit to review the performance site. The site visit is on Tuesday, April 27, 2004 from 11:00 AM to 12:30 PM Eastern Standard Time. All participates must meet the contract personnel, Uyen H. The alarm system has automatic monitoring capabilities. No additional monitoring will be required. All replacement parts must be purchased by the proprietary supplier "Siemens". Network: Due to the limitation of straight copper between the facilities and ApC chains are full to capacity, install Multiplexing units as well as port expander units, just to facilitate the system growth throughout the buildings. By putting the new CCure 800 system on the NIH network all of the hardwired equipment will be able to be removed and change the system into a true-networked Access Control System, expanding the flexibility now and in the future. The integration with the network will also allow the elimination of the Verizon phone circuits to other buildings (i.e. Warehouse, 6011, etc.), which would eliminate the monthly charge for those circuits. Modem: This modem offers the NIH two benefits. (1) It will allow NIH access into the CCure 800/30 machine via phone line if the NIH remote network connectivity is not working. (2) It will allow the Facility Manager capability to dial into the system to perform programming functions and help with programming problems. In addition, it will allow technical support personnel and project manager's ability to dial into the system when a Facility Manager is not available to perform programming changes so NIH personnel can remain secure and protected.
