- COMBINED SYNOPSIS/SOLICITATION FOR 105 RENTAL VEHICLES Solicitation Number: FA4803-04-QA028 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4803-04-QA028 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2001-22, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20040323 and Air Force Acquisition Circular (AFAC) 2004-0419. For informational purposes the North American Industry Classification System code is 532111 Passenger Car Rental. This acquisition is publicized unrestricted for full and open competition. This is a firm-fixed price procurement and will be procured using commercial item procedures and award selection will be based on lowest price. Requirement is for ninety-five (95) standard (five passenger capable) sedan cars, two (2) Mini-vans (seven passenger capable), and eight (8) compact pick-ups between the inclusive dates of 3 June through 24 June 2004, a short-term rental period of varying times. All rental cars must be either 2003 or 2004 year models and must have operable air conditioning. Contract will consist one single contract line item number (CLIN) 0001. Terms of the contractor delivery and pickup dates are as follows: ?On 3 June 2004, seventy-five (75) sedans will be delivered? and ?On 7 June 2004, twenty (20) sedans, eight (8) compact pickups, & two (2) mini-vans will be delivered?. All 105 vehicles will be picked up on 24 June 2004. This total requirement consists of 75 sedans for 22 days (3-24 June), 20 sedans for 18 days (7-24 June), 8 compact pickups for 18 days (7-24 June), and 2 mini-vans for 18 days (7-24 June). The contractor will deliver and pick up all 105 vehicles at the same address, 321 Cullen Street, Shaw AFB SC. The following FAR provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; The RFQ should be submitted and shall contain the following information: RFQ number, time specified for receipt of offers, name, address, telephone number of offeror, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Quote shall also contain all other documentation specified herein. Signed quotes must indicate Contract Line Item Number (CLIN), quantity, unit price and total amount for each item, please refer to the attached icon to assist in providing this information. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Period of Acceptance for Offerors: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is stated in an addendum to the solicitation. Late offers: Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will not be considered. Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial Items, the Government will award a purchase order resulting from this solicitation once an evaluation has been accomplished. Offerors shall include completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, and if applicable, a copy of the provision at FAR 52.211-8, Time of Delivery, Alternate I (Jun 1997) as necessary. Response Time: All Requests for Quotation will be accepted at the 20th Contracting Squadron (LGCAA) located at 305 Blue Jay Street, Shaw AFB, SC 29152, No Later Than 4:00 P.M. EST on 10 May 2004. All quotes shall be marked with the Request for Quotation Number, Date and Time, on the outside of the envelope. Facsimile Proposals will be accepted. NOTE: ALL OFFERORS MUST BE REGISTERED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) BEFORE BEING CONSIDERED FOR AWARD. As prescribed in 11.404(a)(2), insert the following clause: Time of Delivery (Jun 1997) (a) The Government requires delivery to be made according to the following schedule: REQUIRED DELIVERY SCHEDULE Requirement is for a total of one hundred and five (105) vehicles, which includes seventy five midsize (five passenger capable) sedan cars, two (2) mini-vans, and eight (8) compact pickups between the inclusive dates of 3 June and 24 June 2004, a short-term rental period of varying delivery and pickup times. QUANTITY ON OR BEFORE Midsize rental cars 75 3 June 04 Midsize rental cars 20 7 June 04 Mini-vans 2 7 June 04 Compact Pickup Trucks 8 7 June 04 The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply. OFFEROR'S PROPOSED DELIVERY SCHEDULE ITEM NO. QUANTITY ON OR BEFORE (b) The delivery dates or specific periods above are based on the assumption that the Government will make award by 20 May 2004. Each delivery date in the delivery schedule above will be extended by the number of calendar days after the above date that the contract is in fact awarded. Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror results in a binding contract. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails.
