- The Missouri National Guard intends to issue a Request for Proposal to award a firm fixed-price contract for the design and construction, design-build, of an Air Traffic Control Training Complex at Rosecrans Memorial Airport, St. Joseph, Missouri. T he total scope of the new building is approximately 20,240 SF. The mobility warehouse storage area is approximately 7,900 SF with two overhead doors. There will be a total of three maintenance shops approximately 2,800 SF. Each shop will have an overhea d door and a large walk through door. Other functional areas of the building will include command section, administration, classrooms, restrooms, lockers, mechanical room, communications, and janitorial rooms. This project will also include vehicle parki ng, sidewalks, landscaping, and paving around the building. Project includes a section of road measuring 36 feet wide by approximately 138 feet long with curbs, gutters and storm drains. Contractor shall work closely with the local utility companies to h ave the proper utilities installed when required to meet contract completion times. Design and construction shall comply with the specifications and requirements contained in the RFP. The performance period is anticipated to be 365 calendar days. Techn ical factors are listed in order of decreasing importance; Factor 1; Technical Approach Narrative. Factor 2; Offerors Team Experience. Factor 3; Other Capabilities, i.e. Autocad, CPM, etc. The estimated price range is between $5,000,000 and $10,000,000. A bid bond is required. This solicitation is not a competitive bid and there will not be a formal public bid opening. The applicable NAICS Code is 236220 with a small business size standard of $28.5 million. Contractors shall be registered through C entral Contractor Registration in order to receive an award. Information on obtaining registration is available on the web at http://www.ccr.gov. The solicitation to include any amendments, drawings and specifications may be viewed and printed by accessi ng http://www.uspfo-mo.org. Paper copies of this solicitation and amendments, if any, will not be available. The solicitation will be available on or about 10 May 2004. A Phase I pre-prosal conference will be conducted on 17 May 04, 10:00 AM central time for the purpose of briefing on the Phase I proposal requirements, answering questions regarding this solicitation and conducting a site visit. Site visits will not be available at any other times prior to the close of the proposals. This is an unrestric ted procurement.
