- This is a REVISED Sources Sought Notice for 8(a) and Native American certified firms (both certification required) only in NAICS 541330 for Military Services. No solicitation is being issued at this time. This planning is for an acquisition that will provide technical performance in accomplishing tasks related to the mission of the Product Manager, Defense Communications Systems - CONUS (PM DCS-C) located at Fort Monmouth, New Jersy. The work will be performed world-wide. The scope/nature of the work is as defined in paragraphs 1 and 2 below. A solicitation, if issued, will be a Request for Proposal (RFP) resulting in competitive BPAs with competitive placement of orders. A best value source selection will likely be the method of contractor selection. It is anticipated that the contract performance period will be five years. The anticipated contract type will be Fixed Price. The set-aside preference if any is anticipated to be 8(a) and Native American (firms must possess BOTH certificati ons). All amendments and future notice will be available for viewing on FedBizOps (FBO) at http://www.eps.gov. It is incumbent upon all interested parties to review the site frequently for any updates and amendments to any and all documents. This Sou rces Sought Notice is also issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. Any party capable of providing these services is invited to respond. Interested parties who believe they posses the expert ise and experience shall submit technical capabilities in writing. Interested parties shall address whether they can fulfill the requirements via GSA schedules though awards will not be based on schedules. Any interested firm should submit_a capability s tatement that demonstrates the firm??????s ability to perform the key requirements described below. Standard company brochures will not be considered a sufficient response. Any information provided by industry to the Government as a result of this source s sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. The Government requests interested parties submit a brief description of their company busines size, business status i.e._small business,_ (a),HUBZone,woman owned, anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Include contract magnitude and points of contact for each example provided (name of the point of contact (POC), address, e-mail, telephone number, fax number, and the company web page, if applicable). Pease limit your response to not more than 30 single sided pages. NO TELEPHONE CALLS TO THE CUSTOMER PLEASE 1. Scope for Data support. For U.S. Army data network systems throughout the Continental United States (CONUS), the contractor shall provide data security equipment, outside plant, inside plant, enterprise management systems and software upgrades, update s, expansion and enhancements as specified in the task order. The contractor shall provide a turnkey customer solution, which includes but is not limited to, system engineering & integration, site preparation, equipment installation, cutover, initial logi stic support, training, warranty, commissioning services, technical support of systems installed, de-installation, refurbishment, reinstallation, relocation, consulting and follow-on support. As specified on the task order. The contractor shall also provid e commercially available warranty, services, and m aintenance to include but not limited to data network warranties; total system warranties; equipment warranties; outside plant warranties; software upgrades/updates; firmware upgrades/updates; spare parts and material; spare parts replenishment and repair; telephone, email and web technical support and access; test, measurement and diagnostic equipment; and overall maintenance plans for all the above. Data network equipment requiring support include 3Com, Airfiber, Alcatel, Allied Telesyn, Avaya, Cisco, En terasys, Extreme, Foundry, HP, Nortel, and Riverstone. In addition, support is required to manage and secure the network, including buy not limited to intrusion detection systems (IDS), Fire walls, network analysis, network management, protocol analyzers, enterprise management systems (EMS) modeling and simulation, and encryption. In addition, services include the employment of server consolidation into server farms and alternate continuity of operations (COOP) locations. Such services also include insta llation upgrade and replacement of batteries; generators; power distribution system; heating, ventilation, air condition (HVAC); and racks as specified in the task order. Equipment and software interfaces, peripherals, and any necessary site preparation a re also included. All equipment and software provided must be new from the manufacturer as original equipment manfacturer (OEM). Refurbished or like new equipment & software is NOT acceptable. All associated data network equipment and software must be ? ?????certified?????? by the Information Systems Engineering Command (ISEC) Technical Integration Center (TIC); and if employed to transport or interoperate with an installation telephone system be ??????certified?????? by the Defense Information Systems Ag ency (DISA) JITC in accordance with the latest DOD Voice Networks Generic Switching Center Requirements (GSCR), current CSCR is dated 8 September, 2003. 2. Scope for Voice support. For U.S. Army telephone switch systems worldwide, the contractor shall provide equipment and software upgrades, expansions and enhancements, as specified in the task order. The contractor shall provide a turnkey customer solu tion, which includes but is not limited to, system engineering & integration, site preparation, equipment installation, cutover, initial logistic support, training, warranty, commissioning services, technical support of systems installed, de-installation, refurbishment, reinstallation, relocation, consulting and follow-on support. The contractor shall also provide commercial telephone system support services, parts and material, product application, field service support, remote diagnostics emergency techn ical assistance service, software support, software upgrades, publications updates, ISDN applications, acceptance testing, technical support of switch system hardware and software, consulting, training, manufacturer service plans, and warranty, as specific ied in the task order. Telephone systems requiring support include Nortel Networks, Avaya, Lucent Technologies and Siemens. In addition, support is required for peripheral equipment, including but not limited to, Telephone Management Systems (TMS), Autom ated Centralized Operation and Maintenance Systems (ACOM), Automated Directory Attendant Systems (ADAS), and Defense Information Systems Agency (DISA) DSN Integrated Management Support System (DIMSS). Equipment and software interfaces and any necessary si te preparation are also included. In addition, telephone system support services include upgrade or replacement of batteries, generators, power distribution systems, and heating, ventilation, & air conditioning (HVAC) supporting the telephone system, as s pecified in the task order. All equipment and software provided must be new from the manufacturer. Refurbished or like new equipment & software is NOT acceptable.
