Description
The Interceptor Body Armor (IBA) system combines a 9mm and fragmentation protective, soft Outer Tactical Vest (OTV) with Ballistic Protective Inserts. The objective of the IBA is to increase Soldier survivability and CIE compatibility, while minimiz ing impacts to mobility and heat load. The Army's overall requirement is to procure 829,000 sets of IBA, consisting of a combinaton of a maximum of 300,000 sets of Over-Weight Inserts, maximum of 429,000 sets of Small Arms Protective Inserts (SAPI's), and maximum of 100,000 sets of Special Operation Forces Personal Equipment Advance Requirements (SPEAR) Body Armor Systems. This will be solicited for a Firm Fixed Price Indefinite Delivery/Indefinite Quantity contract(s) for the production of up to 829,000 sets of IBA for a contract term of 36 months. It is our intention to award multiple contracts. Award(s) will be made to the best value proposal, which is determined to be the most beneficial to the Government based on the criteria discussed in the solicitation. The official release of the Request for Proposal (RFP) will be posted on the internet at the Army Single Face to Industry (ASFI) web site located at the following address: https://acquisition.army.mil. The on-line version of the RFP includes all documents of the solicitation package. No hard copy of this RFP will be issued. Amendments, if any, will be posted at t he same location as the solicitation. The complete solicitation packaage, including amendments should be received and reviewed prior to submitting a response. The proposal will be submitted in hard copy form. No electronic submission of those proposals will be accepted. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. It is anticipated that this solicitation will be issued approximately 10 May 2004.
