Description

ALBUQUERQUE BIOLOGICAL PARK, TINGLEY POND AND WETLAND RESTORATION PROJECT, Albuquerque, New Mexico. Competition for this acquisition is restricted to eligible 8(a) contractors with a bona fide location in New Mexico that are capable to perform under NAICS code 237990/SIC Code 1629, with a size standard of $28,500,000.00. All other firms are deemed ineligible to submit offers. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. Bonding will be required for this acquisition. B idders attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about May 10, 2004, with bid opening on or about June 10, 2004. WORK CONSISTS of approximately 18 acres of pond reconstruction, 13 acres of wetland restoration and 25 acres of riparian woodland (Bosque) restoration. Since pond construction in the 1930s, pond depth has decreased to 3 to 6 feet. This project would improve quality and quantity of existing ponds by e xcavating to an average depth of 9.5 feet with deepest area at 12 feet. Pond size will increase from 10 to 18 acres. Project includes bank stabilization, existing pump house replacement, pumps rehabilitated and aerators installed for aquatic habitat. We tland restoration includes 3.1 acres of deep marsh excavated approximately 4 feet; 3.8 acres of shallow marsh excavated approximately 2 feet; 4.5 acres of wet meadow excavated approximately 0.5 feet. Hydrology consists of a flow-through system from the po nd to the marshes and meadow and finally to the Bosque and river. The project includes a pump to direct water from Tingley Pond and a culvert to the wetlands. Appropriate native species will be planted for each community type. THE PROJECT will be adve rtised as an Invitation For Bid. Proposed procurement will result in a firm-fixed price contract. This solicitation will be issued using electronic bid sets (EBS) and provided on compact disks-read only (CD-ROM) at no charge to all registered plan holders. Any prospective offeror interested in proposing on this solicitation must register to be placed on the Plan Holders List. If you are not registered, the United States Government is not responsible for providing you with notification of any changes to this solicitation. Bidders must self-register on the Inter net. THE REGISTRATION PROCEDURE IS AS FOLLOWS: At the Albuquerque District Contracting Division home page at web site, http://www.spa.usace.army.mil, find Doing Business With Us and click on Advertised Solicitations. On this screen that is entitled, EBS Albuquerque District, click on the solicitation number you are interested in. On the following screen, find Solicitation Registration, and click on Register For This Solicitation. If you have not previously registered, click on New User and follow the i nstructions for Login Information. This will require you to establish a user name and password. The same user name and password may be used to register for other projects in the system without having to repeat the entire registration process. When you r egister for the Plan Holders List, please complete all requested information.
