- THIS IS A MODIFICATION TO THE SYNOPSIS POSTED ON 20 APRIL 2004, SOLICITATION NUMBER N68335-04-R-0057-REV A to change the response date from Mar 04, 2004 to May 04, 2004. NAVAIR Lakehurst has been tasked to initiate a Basic Ordering Agreement (BOA) with Aero Systems Engineering, Inc. for Repair of Repairables (ROR) and maintenance and engineering technical services of the existing domestic Standard Engine Test System (SETS), P/N 3098AS7000-2 (A/F32T-10A) and the Foreign Military Sales (FMS) SETS, P/N 3098AS7000-1 (A/E37T-36). The proposed BOA shall cover training, training equipment/technical documentation; computer software, packing and transportation; calibration; sustaining engineering support; repair of GFP/GFE; component rework; technical data and information; and emergency procurement of components in support of the SETS units. The term of the BOA shall be effective for a period of three (3) years. The Government intends to solicit and negotiate this requirement with Aero Systems Engineering, Inc., 358 East Fillmore Ave, St Paul MN 55107-1289, under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. Aero Systems Engineering, Inc. is the sole designer and manufacturer of the SETS and is the only known firm possessing the knowledge, experience and technical expertise necessary to fulfill the Navy?s requirements. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this modification to the synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
