Description
The Naval Facility Contracts Office (NAVFACCO) intends to make a sole source award to Cummins, Inc. of Columbus, IN 47201. Cummins shall coordinate the demonstration of five diesel engine pollution control technologies on Department of Defense (DoD) operated diesel engines. The contractor shall provide all of the hardware and engineering necessary to install the technologies on existing DoD engines. Three of the technologies to be demonstrated will be purchased by the contractor from independent pollution control device suppliers and Cummins, Inc will supply the other two technologies. Cummins has developed a unique Particulate Matter (PM) control strategy that uses engine control techniques to provide supplemental heat for the regeneration of a catalyzed soot filter (CSF). Cummins has also developed another technology that employs a combination of an active Nitrous Oxide (NOx) Reduction Catalyst (NRC) and a CSF that provides reduction of Carbon Monoxide, upstream of the NRC. Cummins has the required detailed knowledge of the operation of diesel engines, including the engine air emissions profile and engine electronic controls. The authority for this sole source procurement is cited in FAR 6.302-1, in that Cummins is the only known source with the knowledge required to provide these services. Vendor/s who wish to challenge this sole-source procurement must give written notification to the Contracting Officer within 14 days from the publication date of this synopsis. The contract type will be a Firm Fixed Price and the period of performance is two years: one base year plus one option year.
