- The Bureau of Engraving and Printing is requesting quotations from vendors for a high precision video coordinate measuring system inclusive of software packages, installation, set-up and training. The system shall be compliant with Section 508 of the Rehabilitation Act. The simplified acquisition procedures set forth in FAR Part 13 shall be used. This is a combined synopsis/solicitation. This notice constitutes the only solicitation; therefore, a written request for quotation will not be issued. The Request for Quotation (RFQ) number is RFQ-04-0438. This procurement is 100% set aside for small businesses. The applicable NAICS code is 333314 and the associated small business size standard is 500 employees. Following are the line items for this acquisition with their minimum requirements: 001) Video Measuring System: The video measuring system shall have a high-resolution color video camera; auto-calibrating zoom lens with 25 ? 30 calibrated positions; high performance white LED back light to optimize imaging on a wide variety of cylindrical and prismatic parts; eight sector, six ring, white LED light; coaxial (TTL) surface illuminator; three (3) light control knobs; a 2.4 GHz Pentium 4 with 1GB of RAM; 1.44 MB floppy drive; 40 ? 80 GB hard drive; CD-ROM drive on board 10/100 LAN; Microsoft Windows 2000; USB, serial and parallel ports; full featured measurement software with functions for general purpose dimensional measurement, easy to use graphic interface, and multi-sensor and rotary axis support; OGP exclusive full field of view edge analysis with tools for arc, circle, line, edge trace, minimum point, maximum point, average point, centroid, and focus. Algorithms automatically optimize based on the unique characteristics of each edge, improving accuracy and enhancing performance; advanced Z-axis autofocus performance; full multi-sensor capability with optional laser and touch probe sensors; computer generated; calibrated targets for accurate alignment of features and edges to the optical centerline; extensive user documentation and on-line help functions; precision mechanical XYZ stage with DC servo motor drives and three-axis joystick control; rigid cast support structure, computer workstation; 0.00002? (0.5 ?m) resolution scales; hardened worktable with fixturing holes and removable stage glass; an interactive parts and service CD; a high precision video coordinate measuring 12X12X8? (300X300X200mm) travel; and a 19? SVGA monitor with a three button mouse and keyboard. 002) Installation and calibration; 003) Preventive Maintenance: The Contractor shall provide preventive maintenance in two visits. The first visit shall be 6 months after installation and the second 6 months thereafter. 004) Training: Training shall be given to 5 ? 10 BEP employees by the Contractor for a period of 3 - 5 days, not to exceed 5 days. Training will be conducted on-site at BEP during day shift. 005) Travel. Travel costs shall be in accordance with the government travel rates. This is a not-to-exceed line item and the Contractor will be reimbursed for the actual amount incurred. The following line items will be included as optional line items under the purchase order: 006) Software. Software capable of creating custom reports from data generated. This includes export options for popular spreadsheet and database packages. 007) Interchangeable laser heads, sensor; 008) 2.0x lens; 009) 1.5x lens; and 010) 2 days of additional training to be conducted on-site at BEP during day shift. Optional line items, if exercised, will be exercised within 6 months of award. Delivery shall be made between 8 - 12 weeks after receipt of a purchase order; this is inclusive of installation, calibration and training. Delivery terms are F.O.B. Destination to the BEP Loading Dock at ?D? Street, between 13th and 14th Sts., S.W., Washington, D.C. Installation will take place in Room 402. The resulting purchase order shall be firm fixed price. The basis for award shall be low price technically acceptable. All interested small businesses are requested to submit a written quotation which will be considered by the agency. Quotations may be submitted on a SF 1449 or on company letterhead. Quotations shall include the RFQ number, the proposed unit price(s), the proposed extended price(s), any prompt payment discount terms, company name, point of contact, address, phone number, fax number, tax identification number, DUNS number, and size status (i.e., small business, disadvantaged business or woman owned business). If this item is available under GSA Schedule, please provide the schedule number. Quotations are due April 30, 2004 at 1:30 p.m. eastern standard time.
