- Description
- NASA/LaRC has a requirement for Phase Conjugate Mirror (PCM) Development for High Energy 2-Micron Laser. The research and development tasks include (1) develop criteria for selecting potential PCM for use in 2-micron lasers, a solid-state material is preferred; (2) based on the criteria, conduct trade studies to identify PCM candidates; (3) optimize and improve the design of PCM for 2-micron laser amplifier based on selected material; (4) prepare a plan and conduct studies for extending the knowledge and experiences into the design of a laser amplifier using PCM; and (5) demonstrate PCM technology to 1-micron laser and deliver the proof of concept hardware to LaRC for 2-micron laser application. The period of performance shall be twelve months. NASA/LaRC intends to issue a contract on a sole source basis to Raytheon Space and Airborne Systems for Phase Conjugate Mirror (PCM) Development for High Energy 2-Micron Laser. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source," and is based on Raytheon Space and Airborne Systems' demonstrated expertise in the research and development of PCM for space applications. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
