Description
GS05P04GAC0050 - Operations and Maintenance Services for the Dayton Federal Building & U.S.C.H., 200 West 2nd St., Federal Parking Facility, 3rd and Perry Street, National Archives Center, 3150 Streetsboro Road, Dayton, Ohio. The Contractor shall provide and not limited to all management, supervision, labor, materials, supplies, repair parts, tools, and equipment including inspection and maintenance of all fire protection systems, and shall plan, schedule, coordinate and ensure effective and economical completion of all work and services specified in the contract. These specifications are a statement of the minimum level of work and services that are to be provided in certain areas under this contract. They are not intended to be, nor shall they be construed as, limiting specifications or requirements. At a minimum, the Contractor will be required to take all steps and measures which would be taken by a prudent building owner to maximize the life expectancy of the property including having a journeyman mechanic on-site for a minimum of 8 hours per day and a mechanic helper on-site 8 hours per day. All mechanical, electrical, utility, fire protection systems equipment and interior and exterior architectural and structural systems in the buildings shall be operated and/or maintained at the highest level of efficiency compatible with the current energy conservation requirements, nationally recognized codes and standards and maintained at an acceptable level, throughout the contract performance period. An "acceptable level" of maintenance is defined as the level of maintenance which will preserve the equipment and structure in unimpaired operating condition; i.e., above the point where deterioration will begin, thereby diminishing the normal life expectancy of the equipment and/or structure. The Contractor is responsible for performing scheduled and unscheduled maintenance and maintenance repairs, as necessary, on a 24-hour a day, 365 days per year basis including emergency call-back service. Estimated start date for the contract is September 01, 2004. The term of the contract is a 3-year base period with two 1-year option periods. This procurement is 100% set aside for small businesses. The North American Industry Classification System (NAICS) is 238290 with a size standard of $12 million. The Request for Proposal will be available on or about February 16, 2004. To obtain a copy of the Request for Proposal, when available, download from the solicitation through the Federal Technical Data Solution (FedTeDS) website (https://fedteds.gov/). All interested vendors must register with FedTeDS by providing the following: (1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), (2) DUNS Number or CAGE Code, (3) Telephone Number, and (4) E-Mail Address. A link to all available solicitation documents will be listed on FedBizOpps (http://www.fedbizopps.gov/). It is the vendor’s responsibility to monitor FedTeds/FedBizOpps for any changes and/or additions. GSA is issuing this solicitation only electronically. Potential offerors will be responsible for downloading the solicitation. It is also the responsibility of the offeror to monitor this site for possible amendments. All responsible sources may submit an offer, which will be considered. The Government will make award to the responsive, responsible, offeror who represents the best value to the Government in terms of the following factors:(A) Past Performance and (B) Total Evaluated Price.
