Description
The FAA has a requirement for Contractor Depot Logistics Support (CDLS) for the sustainment of the Integrated Terminal Weather System (ITWS) in support of the National Airspace System (NAS). The ITWS provides fully automated and integrated terminal weather products to improve the safety, efficiency, and capability of terminal aviations operations. ITWS acquires data from FAA and National Weather Service (NWS) sensors as well as from aircraft in flight in the terminal area and provides aviation oriented weather products without further meteorological interpretation to air traffic control personnel. The contemplated CDLS contract will require the contractor to provide total logistic support for the ITWS systems presently in place throughout the FAA. The contractor will be responsible for issuing expendable line replaceable units (LRUs) and issuing and repairing Exchange and Repair (E&R) and/or Repair and Return (R&R) LRUs. CDLS requirements of the proposed contract include providing consumables line replaceable units, test equipment, as well as inventory management tools for both supply support. ITWS logistics engineering services and engineering change proposals are also a part of CDLS. The proposed contract is for a base year with option provisions to renew for four additional one-year periods. These services are only known to be available from Raytheon, Air Traffic Management Systems, Sudbury, MA, because they developed the software and hardware integration. Raytheon, the original manufacturer, currently is under a contract to build and deploy ITWS equipment through fiscal year 2008. The FAA requires Raytheon to warrant and ensure new systems are operational and supportable through fiscal year 2009. Vendors must respond directly to the contracting officer identified in the market survey. Mark responses to this survey with Market Survey File #76-2, to arrive by May 3, 2004. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. Any proprietary information should be so marked. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these services. Responders to this announcement may be asked to provide additional details/information based on their initial submittal. The final determination by the FAA not to open this requirement to competition, based on any information provided, is solely within the discretion of the FAA.
