- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and a written solicitation will not be issued. The solicitation number is W911QX-04-R-0013. This acquisition is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18. The associated NAICS code is 335999. The small business size standard is 500. The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): Wabash MPI Hydraulic Compression Press, Model 800H-48-CLPX with features as described below--Brand Name or Equal. Description of requirements: The Army Research Laboratories at Aberdeen Proving Ground, MD intends to buy a hydraulic compression press, with the features listed herein. The press is to be used in the manufacturing of composite laminates and helmets. The desired brand name system is a Wabash MPI Hydraulic Compression Press, Model 800H-48-CLPX with listed features, or their commercial product equivalent. The application for this press is the manufacture of combat helmets using compression of composite ma terials at process temperatures in the range of 800 degrees F. One (1) WABASH Hydraulic Compression Press, Model 800H-48-BCLPX, or its commercial equivalent, alternates must include the following salient characteristics: - 75-800 tons adjustable compression force. - 48 inch L-R x 48 inch F-B fully guided heated platens cored for cooling. - Minimum of 800 degree F operating temperature. - Digital temperature controllers for each platen. - Removable electrically heated interchangeable platens. - Capable of cooling from 350 degree F to ambient in a minimum of 15 minutes. - Single daylight opening between 0-48 inches. - A self-contained hydraulic system. - Pressing speed controls. - Ability to rapidly decrease and increase platen pressure during processing. - High pressure platens able to withstand 11,000 PSI. - Clamp force must be able to be controlled in low pressure and high pressure ranges Pricing should also include shipping (FOB DESTINATION), full product documentation, including operating manual, spare parts listing, and drawings, and start-up assistance/training at Aberdeen Proving Ground facility. Delivery is required by September 30, 2 004, or sooner. Delivery shall be made to Aberdeen Proving Ground, MD. The FOB point is Destination. Ship to address is Bldg 434; acceptance shall be performed at Bldg 4600, Aberdeen Proving Ground, MD. Final acceptance by Government personnel will oc cur only after installation and successful test of equipment. The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows : Proposals will be evaluated based on the technical specifications of the proposed brand name or equal product offering and must meet (or exceed) the Governments stated requirements. A review of past performance will also be conducted as part of the best value evaluation. Offerors are to provide past performance information with their proposals, to include a point of contact, telephone number, contract or order number, and date of the effort/performance. Past Performance information will consist of at l east 3 references from other customers for similar supplies within the past 3 years. The contracting officer will make a best value award decision weighing the technical and past performance information with the overall price. Technical and past performan ce when combined are more important than price, and the contracting officer may make award to other than the lowest priced submittal. The contracting officer reserves the right to award without discussions. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition.
