Amendment 02 issued on 4/26/2004 to revise Section 3.10, incorporate Section 3.11, and revise Section 4.3.2. these changes increase the quantity in the basic solution for Deployment licenses from two (2) to four (4), and incorporates Optional quantities of four (4) additional Deployment licenses. The date for receipt of proposals remains unchanged at 4:00PM (EDT) on May 4, 2004. VanAllan: 215-446-5843 Description: (i) This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for proposal (RFP), GST0304R0008 (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17. (iv) This is a full and open procurement under NAICS 511210 ?Software Publishers?. The Small Business Size Standard is $21.0 million. (v) The following is the statement of work: STATEMENT OF WORK Requirements Document FOR Defense Supply Center Philadelphia (DSCP) Encryption Software 1.0 INTRODUCTION DSCP presently operates a web-based customer-ordering site for the Directorate of Clothing & Textiles based on the Ariba Marketplace software application, for which DSCP owns all underlying source code. The Clothing & Textiles (C&T) Commodity web site operates under the trade name URL of warfighter.dla.mil. 2.0 SCOPE The primary overall objective is to obtain an encryption module for the DSCP Operations Directorate to ensure that the mission essential business functions and data provided by the Ariba Marketplace web-based ordering system, operating under the URL warfighter.dla.mil, is securely encrypted to maintain the integrity and security of the system and data transferred through the system. 3.0 SPECIFICATIONS 3.1 Java Based- Module shall be supported by a Java based development structure. 3.2 FIPS 140-2 certified ? Contractor shall provide a cryptographic module that complies with Federal Information Standards Publication 140-2 for protecting sensitive information. Contractors shall include proof of certification for FIPS 140-2 compliance for the proposed module with their proposals. Contractors shall include the overall module rating with proposals. 3.3 Proposed cryptographic module shall be 100% compliant with Java J2SE 1.4.X SDK and J2EE 1.4.X standards 3.4 Proposed cryptographic module shall be 100% compliant with Java Cryptographic Extension (JCE) Provider standards ? The contractor shall provide a solution that complies with and provides the JCE framework and implementations for encryption, key generation and key agreement, and Message Authentication Code (MAC) algorithms. Support for encryption shall include symmetric, asymmetric, block, and stream ciphers as well as support secure streams and sealed objects. 3.5 100% compatible with Weblogic 8.1 Application Server ? The Government currently utilizes BEA Weblogic 8.1 Application Server as its application infrastructure for developing, integrating, securing, and managing distributed Java applications. The Government therefore requires that the module proposed be compatible with the BEA suite. 3.6 100% compliant with Ariba Marketplace 7.5 - Ariba Marketplace is a commercial off-the-shelf (COTS) application for developing advanced trading models and capturing the procurement processes of multiple companies in a web-based, B2B sourcing model, with cXML evolved requisitioning, purchasing, invoicing, and content search capabilities as well as catalog and supplier ?PunchOut? online shopping features. Contractors shall only provide a solution that is compatible with this product. 3.7 Proposed module shall support 3DES (Triple DES) cipher encryption IAW U.S. Government's Data Encryption Standard FIPS 46-1 (1988) and supporting two "modes of operation" for using block ciphers (DES): (1) Electronic Code Block (ECB) and (2) Cipher Block Chaining (CBC) IAW FIPS 81 (1980 December 2). 3.8 Module shall provide seamless integration and ease of use within the Ariba Marketplace and Weblogic environment. 3.9 Delivery shall be within 14 calendar days of award of this order. 3.10 BASIC SOLUTION: The Government requires one user/developer license that is simultaneously or interchangeably shared between multiple users. In addition the Government requires four (4) Deployment/CPU licenses to accompany the Software. 3.11 OPTION: The Government reserves the right to exercise up to an additional four (4) Deployment/CPU licenses, not to exceed a total of four, within 1 year of Government acceptance of the items in Section 3.10. The Government shall provide the Contractor 14 days prior written notice through issuance of a unilateral modification to this order. 4.0 Technical Support- Contractor shall provide 1-year of technical support at no additional cost, to provide assistance to the Government in utilizing and implementing the tool and troubleshooting production performance and security failures and bug fixes. 4.1 ADMINISTRATIVE MATTERS 4.1.1 TECHNICAL POINT OF CONTACT / DSCP Program Manager Michael F. If the invoice is received without all of the required backup documentation, especially the customer's written acceptance, the invoice will be rejected. The Government reserves the right to require certification by a GSA COTR before payment is processed. 4.3 PROPOSAL REQUIREMENTS 4.3.1 Technical Proposal ? Offeror shall submit a technical proposal that demonstrates how the proposed solution meets the technical specifications as specified in the SOW sections 3.1 through 3.10, and also describes how the proposed solution will satisfy SOW Section 3.8. 4.3.2 Price Proposal ? Offeror shall submit a price proposal that includes the overall total price for their proposed basic solution. Separately, the price proposal shall include pricing for the additional OPTION quantity of four (4) Deployment/CPU licenses. 4.4 BASIS FOR AWARD - Award will be made based on a Best Value determination wherein the technical proposal will be considered more important than price. The Government reserves the right to award to other than the lowest priced offer if the Government determines that the additional cost is justified in return for the technical superiority of the Contractor?s proposal. The Government anticipates making an award based upon initial proposals. (vi) Offerors are reminded to submit a completed copy of the provision at 52.212-3, ?Offeror Representations and Certifications - Commercial Items? FAR 52.212-3 (JUN 2003), with their proposal. (vii) Clause 52-212-4, ?Contract Terms and Conditions - Commercial Items? (OCT 2003), is hereby incorporated by reference. (viii) Clause 52-212-5, ?Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items? (OCT 2003), is hereby incorporated by reference.
