- The Request for Proposal will be issued on or about 28 April 2004. The previous pre-solicitation announcement is modified to read: The Coalition Provisional Authority Contracting Activity is planning to award a Cost Plus Fixed-Fee type contract to acquire services to establish a 24 hours/7 days a week Operations Center/Logistical Movement Control Center (OPS/LMCC) in support of the CPA's Program Management Office?s strategic Supply Chain Management System (SCMS). SCMS will consist of staging areas within Iraq for cargo handling functions to prepare goods for final distribution to customers throughout Iraq. In order to ensure for the smooth, efficient, and effective transport of goods, the PMO?s OPS/LMCC will provide for the full-time oversight and 100% in-transit visibility of all equipment and supplies moving into and around Iraq in support of reconstruction efforts. To ensure efficiency and effectiveness are established and maintained, the Offeror(s) must also include a logistics analysis capability as a means to improve operational performance throughout the process.
