Description
The Virginia Contracting Activity of Defense Intelligence Agency has a requirement to procure 12 personnel for a period of approximately four months to perform a wall-to-wall inventory and apply passive Radio Frequency Identification (RFID) tags to Government property in the three facilities located in the National Capital Region. In conjunction with the inventory each item of Government property which is classified as either durable or non-expendable will be tagged with a Government provided RFID tag. The vendor?s personnel will examine each item of property and enter the appropriate Unique Item Identifier (UII) into a laptop computer provided by the Government which contain the information on the item of property and encode a RFID tag with UII, serial number and other pertinent data identifying the property, owner, and location of the property. When property is discovered which is not located on the inventory, action will be taken by the accompanying the Government representative to perform a ?Found on Base (FOB) action and add the item to the Government inventory. Following the addition of the item to the inventory an appropriate RFID tag will be produced and placed on the item. The owning organization will accept responsibility for the property during the FOB from the Government personnel. If the property is not going to be retained by the organization, an FOB will be created for turn-in and the property will be expeditiously removed to the warehouse. All required material to support the RFID tagging will be provided by the Government. Top Secret cleared personnel are preferred but not required. This is a short term requirement and is not expected to generate any other logistical requirements. Evaluation will be made based on: (1) Experience Performing Physical Inventories/Past Performance 25%; (2) Understanding of the Requirement 25%; (3) Approach towards meeting the Government Requirement 15%; (4) Manning to support the requirement 15%; and (5) Cost 20%.
