- The National Park Service intends to issue a prospectus to solicit proposals for a concession contract to provide marina services for the general public at Ok-A-Beh Marina in the North Unit of Bighorn Canyon National Recreation Area, Montana. The prospectus will be issued for a 30-day response period. Proposals for this prospectus must be received by the close of business (no later than 4:00 p.m.) 30 days after the posted date of this notice. The concession contract authorizes the operation of the Ok-A-Beh Marina including boat gasoline and oil sales; boat rentals; boat slip rentals; sale of limited boat accessories, fishing and camping supplies, souvenirs, grocery items, prepackaged food products, and non-alcoholic beverages; limited fast food and beverage service; and tour boat service. Marina services are provided a minimum from 12:00 p.m. (noon) to 6:00 p.m. Thursdays and Fridays and 9:00 a.m. to 7:00 p.m. Saturdays, Sundays, and holidays from June 18 to September 12, 2004. The concession may be open longer hours and more days in 2005 and 2006 upon approval from the superintendent. Government owned facilities are assigned for concessioner's use. The Director has determined that no preferred offeror for this contract exists pursuant to 36 CFR Part 51. The concession permit expired December 31, 2003. The length of the new contract will be for three (3) years. The annual gross receipts from 1997 through 2001 averaged $115,061. Annual gross receipts decreased to $20,398 during 2002. The concession was open 10 days in 2002 due to low lake level and closure of the Ok-A-Beh boat ramp. In 2002 and 2003 drought conditions reduced visitation to the park, the number of boats launched at Ok-A-Beh boat ramp, and days of concession operation. There is a printing cost recovery charge of $35 if the prospectus is to be shipped via Federal Express. Checks or money orders must be made payable to the National Park Service. Cash cannot be accepted.
