- This procurement is in support of the Joint Program Management Office-Individual Protection Alternate Footwear Solution (AFS) project. The AFS project is a subset of the Joint Service Lightweight Integrated Suit Technology (JSLIST) program. Its goal is to acquire a chemical/biological (CB) protective overboot that requires less volume/package space than the overboots currently in use by the Joint Services. Additionally, the Government seeks an overboot that can be manufactured for proper fit over the joint service boot population with significantly fewer sizes than overboots in the current inventory. The development of an overboot that requires less volume is necessary to lighten the carrying weight and placement burdens on the individual warfighter, as well as to improve/lessen the overall storage and transportation requirements of CB overboots. The AFS Acquisition Strategy will be a full and open solicitation of commercial-off-the-shelf (COTS) or non-developmental item (NDI) technology. An Indefinite Delivery/Indefinite Quantity (IDIQ) type contract will support the Acquisition and Test Strategies. The contemplated contract will have one base year and four option years. The anticipated maximum quantity will be 3,000,000 pairs of chemical / biological protective overboots.
