Description
Sources Sought/Market Survey: This Sources Sought/Market Survey is being conducted to identify contractors who have the capability of providing an Airborne Crevasse Detection System to be fitted on a LC-130. The Air National Guard’s (ANG) LC-130 mission involves landing a ski-equ ipped LC-130 on snow and ice in the polar regions. As a non-standard C-130 traditional mission, the risks involved in landing on snow and ice are greater than paved or dirt runways. The greatest risk is the possible landing on crevasses that are prevalen t on glacial ice. In order to mitigate the risk, the ANG is investigating approaches to crevasse detection that can be implemented on the aircraft. Provided below are operating conditions and performance objectives for a system. Crevasse Detection Radar (CDR) for the LC-130: Sensor Performance. 1. Detect surface terrain features to 1 foot ground resolution. (Slope is an area of concern) (Required) 2. Identify subsurface features through snow up to an approximate depth of 12 feet. (Required) 3. Have a mapped position accuracy better than 60 feet using GPS and aircraft INS input. (Required) 4. Coverage of 5 by 5 nautical mile area (characterization) Range, swath of 1500 ft, width of scan (Desired) 5. Digital elevation map. Establish a digital map o f the subject terrain (both surface and subsurface). (Desired) System Performance. 1. Able to plot hazards and optimum landing and taxi areas, and display them using a computerized display. 2. Ability to store accumulated data for each mission. Hardwa re Configuration. 1. System can be a pod, pallet mounted, or integrated into the aircraft. 2. System display can be independent or integrated into the avionics suite (C-130 AMP compliant). 3. Data linking is an option for future applications. 4. Us e Commercial-Off-the-Shelf (COTS) or Non-Developmental Items (NDI) as much as possible. At this time no solicitation exists: THEREFORE, DO NOT REQUEST A COPY OF THE SOLICITATION. Vendor information for submission shall detail how they posses the necessar y skills, capabilities and experience to provide the aforementioned system. Any firm capable of satisfying the requirement shall furnish a General Capability Statement, to include the following information: Company Background, Engineering and Technical C apability, Past Performance For Similar Projects. Vendors shall also include the following information in their responses: Company name, address, point of contact, with phone number and email address; business size to include large, small, disadvantage, 8(a), or HUBZone status, corporate affiliations, etc. All relevant input is encouraged. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solici ted. No basis for a claim shall arise as a result from a response to this Sources Sought/Market Survey or Government use of information furnished. The Government reserves the right to consider a Small Business, 8(a) or any other set aside arrangement as deemed appropriate for this procurement.
