- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice of this Request for Quotation (RFQ) and a written solicitation will not be issued. This combined solicitation/synopsis reference number is F7396141110100. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 423860 with 500 employee size standard. Offerors shall submit proposals that meet the following requirements for seat cushions: a) Cushions are contoured for natural spinal alignment. b) Cushions are constructed with energy absorbing, visco-elastic, aqueous foam. Foam material shall allow a ball rebound of less than .5 inch when struck by a 6 ounce ball dropped from a height of 23 inches and exhibit a recovery rate of no less than 2.5 minutes after 80% compression for 2 hours. c) All materials used in the construction of the cushions meet flammability requirements in accordance with FAA Regulations for Transport Category Aircraft, Paragraph 25.853 (b) and Appendix F, Part 1. d) The energy absorbing, visco-elastic, aqueous foam is protected against abrasion. e) The upholstery fabric exhibits no significant wear or piling when subjected to 100,000 8 Deck rubs via the Wyzenbeck method. The fabric shall pass 250 hours of carbon arc exposure without significant color change per ASTM G23-81. Fabric shall exhibit minimum burst strength of 275 PSI per Federal Standard 191A-5122. BRAND NAME or EQUAL, Manufacturer: Oregon Aero, Part #30009, Color: Gray, Quantity: 240 each. Deliver to 107 E. Hill Blvd, Bldg 54, Charleston AFB, SC. Offerers shall provide as a response to this solicitation: (1) Price Schedule; (2) CAGE Code; (3) Completed FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items. Award will be by Purchase Order and payment will be made via Electronic Funds Transfer (EFT) so all offerors must be registered with the Central Contractor Registered (CCR) at www.ccr.gov to be eligible for award. The following clauses and provisions are incorporated and will remain in full force in any resultant award; FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-2 Evaluation-Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) technical capability of the item offered to meet the Government requirement, (2) price and (3) delivery. Price and delivery are of approximate value.
