Description
The purpose of this contract is to acquire an individual to perform training of the Property Disposal Specialist the Defense Reutilization & Marketing Office (DRMO) located at JUSMAG Bangkok, Thailand. The contracted employee will train the Property Disposal Specialist in all aspects of DRMO operations. This person is required to have extensive knowledge of DRMO operations; specifically: 1. The DRMO Sales Program. This includes, but is not limited to: a. Selection of property for sale and the preparation of sales write-ups. b. Good merchandising practices and regulatory requirements. c. How to establish number and size of lots based on current market trends and past experience. d. Most effective method to dispose of excess items. e. Problem solving skills associated with sales and utilization functions. 2. The Utilization Program. This includes, but is not limited to: a. Previous experience in providing assistance to DoD and other Federal agencies in screening and selecting property for reutilization. b. Conducting on- and off-site seminars and orientation on the Defense Utilization Program. c. Analysis of utilization program to suggest innovative uses of excess/surplus property. d. How to assess the reutilization and sales value and potential of property to determine what should be downgraded to scrap and what should be sent directly to sales, including the regulatory and processing requirements. e. How to properly segregate and classify of all usable, salvageable, and scrap property bearing precious metals. 3. Disposal Program. This includes, but is not limited to: a. Proper handling of potentially hazardous, toxic or environmental pollutants and chemicals is involved. b. Disposal policies and principles to ensure property is adequately and efficiently accounted for, described, used and made available to organizations. c. Precious metal recovery property program, and ability to interpret and apply policies and procedures and advise activities on the identification of precious metals and operation and servicing of recovery equipment. d. Local, state and federal laws related to receipt, storage, handling, transportation, sale and other disposal requirements of hazardous and toxic material and waste in order to apply various rules, regulations and laws. e. DRMO mission technical documentation requirements to ensure receipts/dispositions are entered into and removed from the DRMO accountability record in accordance with legal requirements/time frames. f. Demilitarization, handling, storage, transportation or disposal instructions and methods to advise buyers. 4. Training. This includes by is not limited to: planning and determining procedures necessary to train a local national of all DRMO functions. As a minimum the individual must have a high school diploma or equivalent, experience working with military organizations and knowledge of the DRMS/DLA operations, and be fluent in English and Thai, both written and oral (capability in other local languages desired). In addition the individual must have successfully completed the following courses (or equivalent): a. DRMS Basic Operations Course b. ABCs of DEMIL c. Safety for Managers
