- Introduction: The U.S. Census Bureau, American Community Survey (ACS) collects detailed population and housing data to produce estimates of socioeconomic characteristics. The data provided by the ACS throughout the decade corresponds to the data that the U.S. Census Bureau historically collected once every ten years during the decennial census. The Census Bureau began a full operational test of the ACS in four counties in October 1995 and added new counties each year through 2000. Beginning in July 2004, we plan to expand the ACS by selecting an independent sample of approximately 240,000 addresses each month from all counties in the United States. Synopsis of Requirement: The Census Bureau has a requirement for a contractor to use Census Bureau-provided rules to match approximately 240,000 sample addresses provided by the Census Bureau against the contractor=s address database to obtain a published telephone number for as many of the sample addresses as possible. The contractor will be required to perform an exact match on basic street address, and, where present, on unit designation. The Census Bureau may require more than one contractor to match the same set of addresses because a second contractor may successfully match an address that the first contractor could not. The contractor will be required to provide the Census Bureau with a file in ASCII format of addresses (including ZIP+4) and matching current telephone numbers. The Census Bureau will determine the monthly file delivery schedule. Title 13 of the United States Code protects the confidentiality of the address information provided by the Census Bureau. Therefore, the contractor must perform the match in a pre-approved secured computer environment and return the original Census Bureau files. The contractor cannot retain a copy of the Census Bureau file or the information it contains. The solicitation is scheduled for release on May 14, 2004.
