Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-04-199, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-20. This acquisition is 100% small business set-aside and the NAICS Code is 561320 and the business size standard is $6.0 million. The service is for a Secretary Level V and will be for a Base Year with two (2) year options. Specifically, NIDDK requires the specialized services of an individual with extensive knowledge of computerized systems, unique to NIH, for placing travel authorization, vouchers, stock orders, NED, DELPRO, FPS, NIHITS, VEDS and various personnel mechanism?s. The following duties are required: 1) Prepare travel authorizations as submitted by staff members, using GELCO with knowledge of foreign and domestic sponsored travel; 2) Prepare vouchers for travelers upon their return from travel status; 3) Prepare and process Professional Service Orders; 4) Backup for Office Manager; 5) Receive shipments sent to the office from vendors, contact staff for delivery; 6) Place stock orders, type letters, order reprints, etc.; 7) Photocopying. Abilities: Ability to pay attention to details minimizes errors, follows instructions precisely, work in a very busy and high-pressured office, and create documents in MS Word. Tour of Duty: Monday through Friday, 8:30 a.m. to 5:00 p.m. (1/2 hour lunch). This works out to be 40 hours a week, 8 hours a day and no paid holidays or vacation. Location: National Institutes of Health, Bldg. 5, Room 116, Bethesda, MD 20892. The following clause is incorporated and will remain in full force in any resultant award. FAR 52.222-41 ? Service Contract Act of 1965 and Wage Determination 94-2103 (Rev. 22) applies to this solicitation. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotation, the unit priced, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification number (TIN), and the certification of business size. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders ? Commercial Items ? Deviation for Simplified Acquisitions, applies to this acquisition. Interested vendors capable of furnishing the government with the service specified in this synopsis should submit their quotation to the below address.
