Description
The Alcohol and Tobacco Tax and Trade Bureau Compliance Monitoring Laboratory, Walnut Creek, CA (TTB) under authority of FAR 13.106-1 (a) (4) intends to negotiate on a Sole Source basis with Astoria Pacific International, for a one each Micro Segmented Flow Analyzer (SFA). The Instrument must meet: 1. Be micro SFA. (Micro SFA uses less regent (chemical) and analysis faster than macro SFA. 2. Have built-in positions for up to 6 detectors. 3. Have software upgrades for the life of the instrument. 4. Auto Sampler with Separate Standards Rack to hold calibrants or control samples. Sample Rack to hold sample cups test tubes, or up to 4 microtiter trays. Automated program to access calibrants anytime throughout the run, traveling wash cup moves with the samples without having to return to stationary position. Performs recalibration, replicate sampling and inserting of check calibrants and baseline checks. 5. Pump with variable speed, automated control, peristaltic pump with positions, which can be easily upgraded, built-in leak detection circuitry and high speed control for fast rinse out of chemistry. 6. Analytical Cartridge reduces the sample and reagent requirements to microliter quantities has a total flow rate for sample and reagents: 1 ml/min or less and Input connector block no direct connection of pump tubes to mixing coils or heat baths. 7. Digital Detector can measure the concentration of an analyte over more than one dynamic range. Flow cells are easily accessible. Extraneous light is filtered out before hitting the photodiode has digital converters with built-in filtering to reduce the signal noise. 8. Software System Processes data from up to six (6) channels + one (1) analog port simultaneously. Operates with Windows environment Allows for multiple calibration curves to be applied over expanded range. Self monitoring system detects out of control and out of calibrations conditions. Provides real time display of peaks and concentration results on the CRT screen Allows simultaneous use of other applications. Supports XYZ sampler control, allowing rerun of off-scale samples. Provides password protection. Allows for easy exporting of data to LIMS system. Pseudo channel option to provide mathematical manipulation between channels. Allows samples to be added to sample table during the run. 9. General System for Volatile Acidity Analysis rates of 48 samples/hour. Commercial warranty on hardware. On-site training, technical support line. This System must be the most Section 508 compliant product commercially available. Vendor must be registered in the Department of Defense?s Central Contractor Registration database www.ccr.gov to receive this award. This procurement is a total Small Business Set-Aside and an award will be made utilizing the simplified acquisition procedures under FAR Subpart 13.5. NAICS code 334516 size standard of 500 employees. Shipping must be FOB Destination to Walnut Creek, CA 94528.
