- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The National American Industry Classification Code is 335929 with a Business Size Standard of 1,000 employees. This solicitation is issued as a total small business set-aside. All responsible sources may submit a quote which shall be considered. The Federal Bureau of Investigation (FBI) has a requirement for a one time, firm-fixed price purchase of the following products: 1) 18 AWG 4 CDR Stranded O/A Shielded Plenum CMP-CL2P 1000' Box, Quantity 220 Boxes; 2) 16 AWG 2 CDR Stranded Plenum UL, CL2P 1000' Box, Quantity 271 Boxes; 3) 22 AWG 4 CDR Stranded Plenum UL CMP-CL2P 1000' Box, Quantity 219 Boxes; 4) 22 AWG 2 CDR Stranded Plenum UL CMP-CL2P 1000' Box, Quantity 154 Boxes; and, 5) RG-59/U 95% BC Solid 20AWG Center CDR Plenum CL2P Video Cable 1000' Box, Quantity 216 Boxes. The evaluation of quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. To ensure that sufficient information is available the vendor must furnish as a part of his/her quotation all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity to determine whether the product meets the minimum salient characteristics. The government reserves the right to request product samples which can be tested for compatibility. All compliant quotes received within thirty (30) days after date of publication will be considered by the government. Delivery of the items shall be thirty (30) days after receipt of order. The delivery shall be FOB Destination. There are multiple ship-to addresses within the continental United States, one ship-to address in San Juan, PR and one ship-to address in Hawaii. All quotes shall be submitted to FBI Academy, Hogan?s Alley, Building 15, Quantico, VA 22135, Attn: Gary Hopkins, no later than 3:00 PM, EST, May 27, 2004. Quotes must clearly be marked with RFQ 857711. Bidders are hereby notified that if your quote is not received by the date/time and location specified in this announcement, it will not be considered. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The provisions of 52.212-2, Evaluation - Commercial Items, are applicable. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Addendum to 52.212-1 Modify: (b) Submission from offer(s) is to read as follows: Submit signed and dated offer(s) to the attention of Mr. Gary W. Hopkins, Contracting Officer, at FBI, RFQ 857711, Hogan?s Alley, Building 15, Quantico, VA 22135. Clause 52.212-4, add 52.233-2 Service of Protest (AUG 1996), Department of Justice (DOJ), Justice Acquisition Regulation (JAR) Clauses, 2852.233-70 Protests Filed Directly with the Department of Justice (JAN1998), and 2852.201-70 Contracting Officers Technical Representative (COTR) (JAN 1985), Mr. Anthony Baumann, Chief Contracting Officer, Federal Bureau of Investigation, 935 Pennsylvania Ave., NW, Washington, DC 20535-0001, shall serve as the FBI?s contact in accordance with 52.233-3 Protest After Award. Addendum to Clause 52.252-5 Authorized Deviations in clauses (APR 1984), is incorporated by reference and applies to FAR 9.104-1. Addendum to 52.212-2 (a) Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Past Performance will be based on telephonic performance evaluations received from previous contracts provided in the quote. The evaluation of this RFQ will be in accordance with Parts 12, 13, and 15 of the FAR. Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained in FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
